Except as otherwise specifically provided in this chapter, all provisions of § 134.71, Wis. Stats., defining and describing regulations with respect to pawnbrokers and secondhand article and jewelry dealers, including but not limited to the definitions, licenses, fees, and penalties, as said section may be altered, amended or recreated, are hereby adopted and by reference made a part of this chapter as if fully set forth herein. Any act required to be performed or prohibited by any statute incorporated herein by reference is required or prohibited by this chapter.
