A. 
Whenever the City seeks to employ the services of a person or entity engaged in the providing of architectural, engineering or land surveying services, the following procedures may be employed:
1. 
The City shall, in any manner it deems appropriate and reasonable, solicit statements of qualifications and performance data from such firms and shall also solicit bids from these firms relating to the project contemplated.
2. 
The information received from each architectural, engineering or land surveying firm shall be analyzed by the Board of Aldermen and a firm shall be chosen at a regularly scheduled or special meeting of the Board of Aldermen.
3. 
Notwithstanding the foregoing, where architectural, engineering or land surveying services are sought for projects with a total estimated cost of ten thousand dollars ($10,000.00) or less, or where such firm is employed as an architectural, engineering or land surveying firm by the City on an hourly basis, the foregoing procedures do not apply and the Board of Aldermen may engage such architectural, engineering or land surveying firm on terms deemed appropriate under the circumstances.

A. 
Purchasing Limits And Authorizations. The following personnel are authorized to approve purchases and expenditures on behalf of the City, subject to all other applicable provisions of the City's purchasing and contracting policy and provided that such expenditures do not exceed available and appropriated funds:
1. 
City Administrator. Authorized to approve purchases in an amount up to twenty-five thousand dollars ($25,000.00) per purchase or contract.
2. 
Department Directors And Designated Senior Staff. Authorized to approve purchases in an amount up to fifteen thousand dollars ($15,000.00) per purchase or contract.
3. 
Designated Supervisors. Authorized to approve purchases in an amount up to two thousand five hundred dollars ($2,500.00) per purchase.
4. 
General Staff. Authorized to approve purchases in an amount up to one thousand dollars ($1,000.00) per purchase.
B. 
Designation Of Authority. The City Administrator may designate specific senior staff positions for the purposes of this policy. Department Directors may designate specific supervisory positions for the purposes of this policy.
1. 
The City Administrator may designate senior staff positions eligible for purchasing authority under this Section.
2. 
Department Heads may designate supervisory positions eligible for purchasing authority under this Section.
3. 
All designations shall be made in writing and maintained in the City's personnel or administrative files.
C. 
Limitations. All purchases and expenditures under this Section shall be:
1. 
Subject to the availability of funds specifically appropriated by the Board of Aldermen in the City's adopted budget; and
2. 
Subject to all applicable provisions of the City's purchasing and contracting policy including, but not limited to, bidding requirements, contract execution authority, and documentation procedures.
D. 
Authority For Budgeted Purchases Exceeding Standard Limits. The City Administrator is authorized to approve expenditures in excess of twenty-five thousand dollars ($25,000.00) for specific tangible items or projects that are supported by specific line-item appropriations in the approved City budget. Such expenditures shall be subject to the availability of appropriated funds and shall not exceed the amount appropriated in the approved budget for that item or project. These expenditures shall be reported to the Board of Aldermen not later than the next regularly scheduled meeting.
E. 
Effect Of Section. This Section shall supersede any previously adopted resolutions or administrative policies to the extent they conflict with the expenditure authority levels established herein. All other provisions of the City's current stand-alone purchasing and contracting policy not addressed by this Section shall remain in full force and effect unless and until amended or repealed by further action of the Board of Aldermen.

A. 
In the event of a disaster as declared by the Mayor, the Mayor shall call a meeting of the Board of Aldermen as soon as possible and, until such meeting, may carry out the provisions of this section and Section 44.010, RSMo., et seq. Following such Board of Aldermen meeting, the Mayor, with the approval of the Board of Aldermen, may continue to carry out such provisions, and shall have the following duties and powers:
1. 
To appropriate and expend funds, make contracts, obtain and distribute equipment, materials, and supplies for emergency management purposes.
2. 
To provide for the health and safety of persons, including emergency assistance to victims of any disaster;
3. 
To provide for the safety of property;
4. 
To direct and coordinate the development of disaster plans and programs in accordance with the policies and plans of Federal and State disaster and emergency planning, including any natural or other type of disaster;
5. 
To appoint, provide, or remove rescue teams, auxiliary Fire and Police personnel and other emergency operations teams, units, or personnel who may serve without compensation; and
6. 
In the event of disaster, to waive the provisions of statutes requiring advertisements for bids for the performance of public work or entering into contracts.
