A traffic commission is established consisting of seven members and one alternate who shall be appointed by the Mayor and Town Council. The commission shall be composed of the following:
(1) 
Four members of the general public to be appointed by the Town Council.
(2) 
Three members of the general public and one alternate of the general public to be appointed by the Mayor.

(a) 
All members of the traffic commission shall be duly qualified electors of the Town or officials of the Town.
(b) 
A member of the traffic commission shall not be a member of either the Planning Board or zoning board.

Every appointment to the traffic commission shall be made for a period of two years, commencing on January 1 of even-numbered years.

A quorum for the traffic commission shall consist of four members of the total seven.

(a) 
The traffic commission shall conduct a thorough and comprehensive study of traffic concerns within the Town and shall report their findings to the Mayor for presentation to the Town Council.
(b) 
The traffic commission shall consult with the appropriate public officials and agencies as is deemed necessary.
