A. 
Whereas, at an election held in the City of Fayette on the 31st day of May, A.D. 1887, the following proposition was submitted by an ordinance of said City to the legal voters thereof:
"Shall the City of Fayette elect to become a City of the Fourth Class?" and
B. 
Whereas, at said election held on the day aforesaid, a majority of the legal voters of said City voted in favor of, and ratified said proposition, proclamation is therefore made declaring the result and that the City of Fayette will from and after this date be governed by the laws regulating Cities of the Fourth Class.

All that section of County within the following limits, to wit: within three-quarters (3/4) of a mile square — the courthouse in the City of Fayette and County of Howard, and the State of Missouri, being the center thereof, and running parallel with the squares of said courthouse — shall be, and the same is hereby incorporated by the name of the "City of Fayette," and the inhabitants thereof are hereby declared a body politic and corporate, by the name and style of "the Mayor, Councilmen, and citizens of the City of Fayette," and by that name they and their successors shall be known in law, have perpetual succession, sue and be sued, plead and be impleaded, defend and be defended in all courts of law and equity, and may have a common seal, and break and alter the same at pleasure.
