The water service charge for the use of and for service supplied by the water facilities of the Village of Granville, a municipal corporation, hereinafter called the "Village," shall consist of a basic user charge, a debt service charge and a capital improvement charge.
The basic user charge is levied on all users to recover the operation, maintenance plus replacement (O, M and R) costs and shall be based on water usage as recorded by water meters. The basic user charge shall be computed as follows:
A. 
Estimate the annual water volume.
B. 
Estimate the projected annual revenue required to operate and maintain the water facilities, including a replacement fund for the year, for all works categories.
C. 
Compute costs per 1,000 gallons.
The debt service charge is computed by apportioning the annual debt service (as a charge per 1,000 gallons) (as a fixed charge per billing period) (as a fixed charge plus a charge per 1,000 gallons).
The capital improvement charge is levied on users to provide for capital improvements, extensions or reconstruction of the water works. The capital improvement charge is computed by apportioning the annual amount to be accrued (as a charge per 1,000 gallons) (as a fixed charge per billing period) (as a fixed charge plus a charge per 1,000 gallons).
The adequacy of the water service charge shall be reviewed, not less often than annually, by certified public accountants for the Village in their annual audit report. The water service charge shall be revised periodically to reflect a change in local capital costs or O, M and R costs.
The volume of flow used for computing basic user charges shall be metered water consumption read to the lowest even increments of 1,000 gallons.
A. 
If the person procures any part, or all, of his water from sources other than the public waterworks system, the person shall install and maintain, at his expense, water meters of a type approved by the Superintendent of Public Works of the Village, hereinafter called the "Superintendent," for the purpose of determining the volume of water obtained from these other sources.
B. 
Devices for measuring the volume of water may be required by the Superintendent if these volumes cannot otherwise be determined from the metered water consumption records.
C. 
Metering devices for determining the volume shall be installed, owned and maintained by the person. Following approval and installation, such meters may not be removed, unless service is cancelled, without the consent of the Superintendent.
There shall be established a basic user charge of $3.25 per 1,000 gallons of metered water consumption to be applied to all users to recover O, M and R costs.

There shall be established a debt service charge of $0.50 per 1,000 gallons per month to each user of the water facility.
There shall be established a capital improvement charge of $0 per 1,000 gallons per month to each user of the water facility.

A. 
A minimum charge of $47 per month shall be applied to all users within the Village limits whose water consumption does not exceed 2,000 gallons per month. This minimum charge shall consist of $17.50 for water service, $11.50 for sewer service, $7 for capital improvement, and $11 for sewer debt service. Usage in excess of 2,000 gallons per month will be charged at a rate of $7 per 1,000 gallons for each service both water and sewer. The rates will apply for all bills due after May 1, 2022, for all customers within the Village of Granville.
B. 
A minimum charge of $52 per month shall be applied to all users within the Village limits whose water consumption does not exceed 2,000 gallons per month. This minimum charge shall consist of $19 for water service, $13 for sewer service, $9 for capital improvement, and $11 for sewer debt service. Usage in excess of 2,000 gallons per month will be charged at a rate of $8 per 1,000 gallons for each service both water and sewer. The rates will apply for all bills due after May 1, 2023, for all customers within the Village of Granville.
C. 
A minimum charge of $49.75 per month shall be applied to all users outside the Village limits whose water consumption does not exceed 2,000 gallons per month. This minimum charge shall consist of $18.75 for water service, $11 for sewer service, $7 for capital improvement, and $11 for sewer debt service. Usage in excess of 2,000 gallons per month will be charged at a rate of $8.25 per 1,000 gallons. The rates will apply for all bills due after May 1, 2022.
D. 
A minimum charge of $52.50 per month shall be applied to all users outside the Village limits whose water consumption does not exceed 2,000 gallons per month. This minimum charge shall consist of $20 for water service, $12.50 for sewer service, $9 for capital improvement, and $11 for sewer debt service. Usage in excess of 2,000 gallons per month will be charged at a rate of $8.75 per 1,000 gallons. The rates will apply for all bills due after May 1, 2023.
E. 
In the event of a shutoff requiring that service be reconnected, said reconnection will incur a charge of $50 during working hours and $150 during nonworking hours of the Department of Public Works.
F. 
Late payments; disconnection; reconnection.

(1) 
The due date of all water and sewer bills will be moved from the 15th of each month to the third Thursday of each month.
(2) 
A 10% late fee will be added to all bills not paid by the third Thursday of each month.
(3) 
On the third Friday of each month, those who have not paid will have past-due cards mailed to them, and payments shall be due on or before the following Wednesday.
(4) 
If no payment is made, the water will be shut off on the fourth Thursday of the month, and applicable on and off fees will apply.
(5) 
In the event of a shutoff requiring that service be disconnected, said disconnection will incur a charge of $50 during working hours and $150 during nonworking hours of the Department of Public Works.
(6) 
In the event that water is to be turned back on, said reconnection will incur a charge of $50 during working hours and $150 during nonworking hours of the Department of Public Works.
(7) 
In the event of repeat on/off offenders, these fees will double on the third time that the water has to be disconnected/reconnected.
A. 
All nonmetered residential users of the water facilities shall pay a flat rate charge of $50 per month. The flat rate charge consists of $38 for O, M and R costs, $12 for debt service costs and $0 for capital improvement costs. The flat rate charge will allow a maximum of 7,000 gallons per month.
B. 
In the event use of the water facilities is determined by the Superintendent to be in excess of 7,000 gallons per month, the Superintendent may require such flat rate user to install metering devices on the water supply to measure the amount of service supplied.
The water service charge shall be computed by the following formula:

The rates provided in this Article I shall not apply to the water service charge for the use of and for service supplied by the water facilities of the Village of Granville to the Village of Mark, Illinois and Oak Park Estates. Rates for water service charges provided those two users are provided in Article III of this Part 5.
