The provisions of this chapter imposing a time limit on parking shall not relieve any person of the duty to observe other, more restrictive provisions prohibiting or limiting the stopping or standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
Except when necessary to avoid conflict with other traffic or compliance with the directions of a traffic or police officer or traffic sign or signal, no operator of a vehicle shall stand or park a vehicle within five feet of the nearest public or private driveway or alley. A violation of this section will be considered a violation of LO10.
A. 
Upon the declaration of an emergency, there shall be no parking upon the streets where temporary EMERGENCY NO PARKING signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of EMERGENCY NO PARKING signs when weather conditions, accidents, road construction, fire or public celebrations dictate or require avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that EMERGENCY NO PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
The effectiveness of this section is contingent upon the signs being erected as required by law.
A. 
Whenever snow has fallen and the accumulation is such that it covers the streets and highways, an emergency shall exist, and no vehicle shall be parked on the streets or highways or portions thereof indicated below:

B. 
The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
C. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of removal and storage which may result from such removal before regaining possession of the vehicle.
A. 
No person shall stop, stand, or park a vehicle in any manner that obstructs the normal flow of traffic. A violation of this section will be considered a violation of LO9.
B. 
No person shall stop, stand or park a vehicle between the hours specified on any day upon any of the streets or parts of streets described below. A violation of this section will be considered a violation of LO8.

Permit required. With certain limited exceptions as set forth hereafter, no vehicle shall be parked along the streets and roadways within the City of Bridgeton on attached Schedule A[1] unless the vehicle displays a proper parking permit issued by the Department of Police of the City of Bridgeton.

B. 
Exceptions. The following vehicles shall be excepted from displaying a parking permit while parked on a street or roadway on Schedule A:[2]
(1) 
Contractor, service and delivery vehicles, bearing the name and address of a commercial business during the time that services are being rendered;
(2) 
City, emergency, public service, telephone or public utility vehicles during the time services are rendered on that street; or
(3) 
Vehicle displaying a handicapped placard issued by the Department of Police.

C. 
Permits intended for residents residing on street or commercial enterprises operating on street. Parking permit(s) shall be issued by the Department of Police to:

A resident owning or operating a vehicle on a regular basis on streets or roadways on Schedule A;[3] or

Definitions. As used in this section, the following terms shall have the meanings indicated:

A business entity operating legally in the City of Bridgeton and having its street address on a roadway or street on Schedule A,[5] as provided by proof of such address acceptable to the City of Bridgeton.
RESIDENT
A person who is dwelling permanently or continuously at an address on the street for which the resident seeks a parking permit, as provided by proof of such residency acceptable to the City of Bridgeton. If a tenant, the tenancy shall be registered with the City of Bridgeton.

E. 
Criteria for proving residency; rules and regulations. The Business Administrator and the Chief of the Police Division shall develop criteria for proving residency, shall develop rules and regulations and appropriate forms to implement the Parking Permit Program, all of which shall be known and published as the "Bridgeton Parking Permit Program," and shall be effective upon the filing with the Clerk of the City of Bridgeton, the Business Administrator and the Department of Police. Said criteria, rules, regulations and forms may be amended from time to time by the Director of Public Safety in consultation with the Chief of the Police Division. Such amended criteria, rules, regulations and forms shall be effective upon filing with the Clerk of the City of Bridgeton, with the Business Administrator and with the Department of Police of the City of Bridgeton and upon publication of the changes to the Bridgeton Parking Permit Program in a local newspaper by the Clerk of the City of Bridgeton.
F. 
Issuance of residential parking permits. Upon the approval of a parking permit application by the Department of Police, the resident of the City of Bridgeton shall be entitled to:
(1) 
A residential parking permit for each vehicle which is owned or leased by the resident or which is owned by the resident's employer and used by the resident;
(2) 
Two packs of five visitor parking permits on an annual basis, which visitor parking permit is a daily permit for on-street parking for streets and roadways on Schedule A;[6]

(3) 
Supplemental parking permits, as justified for special situations or conditions, such as vehicles used by visiting medical support personnel or vehicles used by members of a resident's family temporarily residing with the resident due to educational or hardship needs or as further promulgated in the Bridgeton Parking Permit Program;
(4) 
A sixty-day temporary nonrenewable permit for new residents.
G. 
Issuance of commercial parking permits. Upon the approval of the Department of Police of a parking permit application by a commercial enterprise, the commercial enterprise shall be entitled to two commercial parking permits.
H. 
Acceptance or denial of application; appeals. The Department of Police, within two business days of the receipt of a completed application, shall either accept the application and issue the parking permit or deny the application. If the application is denied, the Department shall provide a written explanation together with a right of appeal; any decision of the Department of Police may be appealed in writing to the Business Administrator or other appropriate authority under the Municipal Code of the City of Bridgeton, who shall have a period of two business days to respond.
I. 
Suspension of enforcement. The Chief of Police may suspend for 24 hours or less the enforcement of on-street parking on the streets and roads on Schedule A[7] upon the application by a resident of said street or roadway setting forth the reason for such suspension, such as the resident hosting a special event on the street or roadway.

J. 
Terms of permits.
(1) 
A residential parking permit as established herein shall be permanent as long as the resident resides at the address on the application and all the information on the application is truthful;
(2) 
Renewal of a residential parking permit with the Department of Police of the City of Bridgeton shall be required when any information on the application is inaccurate;
(3) 
Visiting parking permits shall be obtained on an annual basis beginning January 1 of each year;
(4) 
A supplemental parking permit and a commercial parking permit shall be renewed annually on or before its anniversary date or when any information on the application is inaccurate.
K. 
Return of permits. When a resident or commercial enterprise no longer resides or has an address on the street or roadway on Schedule A,[8] such resident or commercial enterprise shall inform and return all parking permits issued to the Department of Police.

L. 
Fees. The fees for the parking permits as established herein are as follows:
(1) 
Residential parking permit: no charge.
(2) 
Visitor parking permit: no charge.
(3) 
Supplemental parking permit: no charge.
(4) 
Commercial parking permit: no charge.
(5) 
Replacement fees: $5 each permit when replacing a lost permit or permit whose information is inaccurate.
M. 
Display of permit on vehicles. The parking permits as established herein are properly displayed when the original parking permit is affixed to the inside of the driver's side rear window and visible from the outside of the vehicle.
N. 
Violations and penalties.
(1) 
Any vehicle parked on a street or roadway on Schedule A[9] without a valid parking permit issued by the Department of Police shall be subject to being towed and/or impounded by the Department of Police.

(2) 
It shall be a violation of the parking permit program to share, borrow or loan parking permits or to copy or otherwise duplicate said parking permits or to utilize a parking permit when a resident no longer dwells or resides on a street or roadway on Schedule A[10] or when a commercial enterprise no longer maintains an address on the street or roadway on Schedule A.

(3) 
In addition to having a vehicle towed and/or impounded, violations of the parking permit program as set forth herein shall be punishable as follows:
(a) 
First offense: $50.
(b) 
Second offense: $250.
(c) 
Third or more offense: $1,000.
(4) 
Furnishing of false information or documentation to the City of Bridgeton in order to obtain a parking permit as set forth herein shall be punishable as provided in the Code of the City of Bridgeton, Chapter 1, Article III, General Penalty.

A. 
Regulations not exclusive. The provisions of this section imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138 or any other New Jersey statute or as hereinafter provided.
B. 
Repairing vehicle parked on street. No person, persons, firm, partnership, corporation or entity shall at any hour of the day or night make mechanical repairs of any nature or description whatsoever to any motor vehicle while said motor vehicle is parked or standing on any public street, avenue, road or highway within the City limits of the City of Bridgeton.
C. 
Parking restrictions; exceptions.
(1) 
The parking of the following vehicles shall not be permitted on any street or highway within the City of Bridgeton nor within or upon any City-owned or operated parking facility.
(a) 
All vehicles having three or more axles.
(b) 
Class A-1 trucks and trailers, whether loaded or unloaded.
(c) 
Buses and other commercial vehicles with measurements greater than any one of the following:
[1] 
Twenty feet in length.
[2] 
Seven feet in width, excluding side view mirrors.
[3] 
Eight feet in height, excluding radio antenna.
(d) 
All cabs or tractors capable of pulling a trailer.
(e) 
Commercial tow trucks.
(f) 
Trailers intended or used for dwelling space, offices, storage or any other residential, commercial or industrial purposes.
(g) 
Trailers, boat trailers, camp cars, campers or equivalent vehicles, whether self-propelled or otherwise, used or intended for use as a conveyance upon public streets or highways and whether or not designed, constructed, reconstructed or added to by means of accessories, sheds or tents in such manner as to permit the occupancy thereof as a dwelling or sleeping place for one or more persons or having no foundation other than wheels, jacks or skirting so arranged to be integral with or portable by said trailer, boat trailer, camp car, camper or equivalent vehicle.
(h) 
All vehicles having a registered gross weight of four tons or greater.
(2) 
The foregoing parking restrictions shall not be applicable to the following:
(a) 
Vehicles in the course of making deliveries requested by an adjacent resident.
(b) 
Vehicles used in conjunction with the rendering of necessary services requested by an adjacent resident during such times as may be necessary during the time such services are actually being rendered.
(c) 
Vehicles utilized for maintenance or repair of public utilities or other construction within the public right-of-way during such times as said maintenance, repairs or construction are in progress.
(d) 
Commercial school buses during the hours of 7:00 a.m. to 7:00 p.m. Monday through Friday.
(e) 
Commercial tow trucks designated as on-call and listed on the City of Bridgeton list of approved towing companies.
D. 
Parking prohibited at all times. No person shall park a vehicle at any time upon any of the streets or locations set forth in this Code which are otherwise prohibited according to the terms thereof.
E. 
Violations and penalties. Any person violating any provision of this section shall be subject to a fine of not greater than $500 for each offense or subsequent offense or a period of incarceration not to exceed 10 days, or both. Each day that a violation shall continue shall be considered as a separate offense.
