(A) 
No work or construction shall be done without a permit and no permit shall be issued without plans, including, but not limited to, fences, replacement siding, roofing, concrete work (front and rear), window changes or replacement, tool sheds, screened-in patios, garages, solar panels, additions, repairs, satellite dishes, swimming pools, fireplaces, wood-burning stoves, and other construction, installation or replacement of a similar nature. When practicable hardships obviate the necessity of accompanying plans, like prefabricated installation, appliances, and similar devices with manufacturer's specifications, the Building Commissioner may waive plans.[1]

(B) 
No permit as required by said code shall be issued until the fee prescribed in this Code shall have been paid; nor shall an amendment to a permit be approved until the additional fee, if any, due to an increase in the estimated cost of the construction of the building or structure shall have been paid. The minimum fee, unless otherwise specifically stated in this Code, for all permits shall be $15. A permit shall be required for every type of construction and structure; "structure" is to be used in its broadest and widest sense and shall include, among other things but not limited thereto, fences, garages, solar panels, satellite dishes, tool sheds, roofing, sidewalks, pavements and any artificial construction or repair in which all the component parts are intended to be and remain in equilibrium and at rest relatively to each other.
(A) 
For a permit for the construction, replacement, repair, or renovation of a building, a structure or garage, the fee shall be at the rate of 2% of the total costs of completed structure; and the minimum cost of the permit be $15.
(B) 
For a permit for the removal of a building or structure from one lot to another, the fee shall be at the rate of $15 per $1,000 of the estimated value of the building or structure in its completed condition after removal.
(C) 
For a permit for the removal of a building or structure to a new location within the same lot, the fee shall be at the rate of $15 per $1,000 of the estimated cost of moving, or new foundations and of work necessary to put the building or structure in usable condition in its new location.
(D) 
For a permit for the demolition of a building or structure, the fee shall be at the rate of $100 for each 10 feet in height of such building or structure, plus 2% additional for each foot of street frontage of the building or structure in excess of 50 feet.
The term "estimated cost" as used in this article means the reasonable value of all services, architect, engineering, labor, materials, and use of scaffolding and other appliances or devices entering into and necessary to the prosecution and completion of the work ready for occupancy.
In the event the Building Commissioner, after review of the plans and application, or at any time during the progress of the work, or after completion, determines that the cost of construction was more or less than the amount estimated in the application, he shall increase or decrease the permit fee accordingly and notify the City Clerk of the change for the County Assessor's records. Every applicant, upon demand by the Building Commissioner, shall submit a sworn contractor's statement showing the cost of construction.
No certificate of occupancy shall be issued unless the Building Commissioner has been satisfied that the proper fees required by this article have been paid and the Assessor of Cook County has received the necessary copy of the building permit. The fee for an occupancy permit is $15 for each original certificate and $2 for each copy. (See § 21.196, Occupancy permits.)
Where reinspections are required because of faulty work, failure to comply with specifications, plans, or the Building Code, inaccurate or incorrect information, failure to send a card to the Building Commissioner requiring inspection, failure to secure a permit or reinspection, a fee of $15 for each such reinspection visit in addition to the regular inspection fee shall be paid.[1]
