(A) The
Chicago Electrical Code (Title 14E of the Municipal Code of Chicago
as amended to March 1, 2023) is hereby adopted as the Electrical Code
of the City with the following changes, additions or insertions:
(1) "City of Hometown" shall be substituted for "City of Chicago."
(B) Any
amendments to the Chicago Electrical Code after March 1, 2023, shall
be effective in the City upon the date of applicability in the City
of Chicago.
The following are minimum standards for service changes on dwelling-type
occupancies (duplex and single-family homes):
(A) The use of aluminum cable for electrical service is prohibited.
(B) In all grounds for new service, the cable must go directly to the
water meter and not to the nearest cold-water pipe.
(C) Division 27, Article 200-600, is amended to eliminate "grounding
electrode" and add "water meter."
(D) Division 27, Article 200-600, is amended to eliminate "electrode"
and add "water meter" and to further eliminate Items (A) and (B) of
said section. Henceforth, all grounding for the new service shall
be directly to the service side of the water meter and bonded to the
street side of the water meter.
(E) A sixteen-circuit one-hundred-amp breaker panel shall be installed.
(F) A ground jumper wire must be attached to the water meter.
(G) Each home must have its own independent riser of 2 1/2 inches
of heavy-weight pipe; or a Sam Garvin riser kit may be used. It must
not be attached to the old four-inch-by-four-inch riser. It must stand
on its own. The riser shall not have any couplings above the roof.
(H) The enforcement of ground fault interrupters will be pursued; locations
shall include bathrooms, kitchens, garages, outdoor locations and
near laundry tubs. Any receptacles installed in a crawl space, at
or below grade level and in unfinished basements shall have ground
fault protection for personnel.
(I) The use of service entrance cable is prohibited.
(J) The use of mini breakers is prohibited.
Battery backup exit signs and battery backup emergency lights
shall be installed in all new commercial and public place construction
or remodeling. Placement of such apparatus shall be consulted by the
Building Department and the Fire Department and shall be of an approved
type.
The minimum standard set forth in the Chicago Electrical Code
shall be enforced and amended to include one-hundred-twenty-volt,
single-phase fifteen-ampere and twenty-ampere receptacles installed
in the following locations:
(A) Installed in crawl spaces at or below grade level and in unfinished
basements shall have ground fault interrupter protection for personnel.
(B) All one-hundred-twenty-volt single-phase fifteen- and twenty-ampere
receptacles installed within six feet of a kitchen sink to serve countertop
surfaces shall have ground fault interrupter protection for personnel.

(A) Every person, at the time an application for a permit for electrical work is made, shall pay to the City the fees provided for electrical work set forth in Chapter
14 in the Electrical Code of Chicago referred to in §
21.142, as amended. See §
21.147 for electrical sign fees.
(B) No person shall do any work without a permit and no permit shall
issue unless the applicant is qualified under this code to receive
one and the permit fees are paid. The minimum electrical permit fee
shall be $50. For cable TV, see Article 18 of this chapter.
The original permit fee shall cover one year. Subsequent annual
reinspection fees shall be the same as the original permit fee. Permit
fees shall be computed as follows:
(A) Electric signs projecting over the public way, $0.50 per square foot
of area of each face. The area of skeleton letters shall be computed
as that area within the perimeter design of the letters. No fee shall
be less than $7.50.
(B) Electric signs on private property, illuminated signs flat against
a building (flat signs), illuminated painted wall signs and illuminated
signboards.

Fees, if lamps are other than 50 watts, 50-volt ampere units,
shall be based on the total connected load reduced to 50-volt ampere
units and the above schedule applied.

(C) Ground signs, any part of which projects over the public way, shall
pay fees as computed for projecting signs. Ground signs entirely over
private property, less than 24 feet above surrounding street level
or surrounding grade level, whichever is higher, shall pay a fee as
indicated in Subsection (B) [plus the structure fees indicated in
Subsection (C)].
(D) Permits issued for the re-erection or alteration of any electric
sign, illumination of signboards or illumination of flat or wall signs
shall be $7.50. The fees for permits issued for illuminated signs
to be erected for a period not to exceed 30 days shall be 1/4 of the
annual sign fee. No fee shall be less than $7.50. The fee for cancellation
of any permits shall be $7.50 and shall be deducted before the remaining
amount is refunded.
