A. 
The Village of Cooperstown may establish paid parking areas on any of its Village-owned streets or parking lots. The specific location of said paid parking areas will be as follows:
(1) 
Paid parking is hereby established on the following streets, or portions thereof, as noted by appropriate signage:
(a) 
North side of Main Street from Pine Boulevard east to River Street.
(b) 
South side of Main Street from the west end of the Business District, beginning with the diagonal parking east of the county parking lot (just before the building housing 175 Main Street) east to River Street.
(c) 
East and west sides of Pioneer Street from the northern boundary of the Business District south to Church Street.
(d) 
East and west sides of Fair Street from Main Street to Lake Street.

(2) 
Paid parking is established at the following Village-owned parking lots, or portions thereof, as noted by appropriate signage:
(a) 
Doubleday Field Parking Lot (adjacent to Doubleday Field, between Chestnut Street and Main Street).
(b) 
Fowler Way Parking Lot. (The Village-owned parking area behind the Chamber of Commerce building.) Tax Map No. 131.06-2-14.01.
B. 
The fee structure and collection of fees for said paid parking areas will be established by resolution of the Board of Trustees. Hours and dates of operation for paid parking areas will also be established by resolution of the Board of Trustees.
C. 
Permit parking. The Village of Cooperstown may establish permit-parking systems for any or all of its paid parking areas. Permits will excuse permit holders from payment of some or all fees in paid parking areas. Permits shall be issued by the office of the Village Clerk in accordance with guidelines established by resolution of the Village Board of Trustees.

D. 
The Board of Trustees may authorize the purchase of paid-parking systems, including but not limited to pay-and-display machines and parking meters.

A. 
The following regulations apply to a permit for on-street parking of construction vehicles in the Village of Cooperstown so that the vehicle is not subject to time limits or paid parking fees when in force.
B. 
A parking permit for construction vehicles is hereby established in accordance with the following regulations:
(1) 
A construction vehicle, for the purpose of this section, is a vehicle, trailer or lift that is required at a job site for the purpose of delivering or storing materials, tools or equipment required at that job site. Vehicles that are primarily used for worker commuting to a job site are not considered construction vehicles for the purpose of this section and are subject to all Village parking laws, whether or not they display a permit.
(2) 
Application for a construction vehicle permit will include the name of the contracting company, vehicle owner(s), the name and cell phone number of the individual who will be responsible for the vehicle at the job site, and the license plate number(s) of the vehicle(s), trailer(s) or lift(s). For rented lifts, the license plate or identifying number may be advised by phone.
(3) 
Each vehicle will display a construction vehicle permit on the driver's side dashboard of the vehicle or attached to any trailer or construction equipment.
(4) 
There will be a registration fee of $25 per vehicle, trailer or construction equipment. No fee will be charged for rented lifts.
(5) 
A construction vehicle permit will be valid for a period of three years from date of issue.
(6) 
Permits are available for purchase on weekdays during normal business hours. In addition, the Village Clerk may schedule occasional evening hours and weekend hours for the sale of permits with the approval of the Board of Trustees.
(7) 
The parking permit for construction vehicles is valid only for the specific vehicle for which it is issued except that permits may be transferable between vehicles owned by the same company or by partners in an LLC, provided identifying information is submitted for all vehicles.
(8) 
Permit holders must contact the Cooperstown Police Department at 607-547-2500 and leave a message if prior to using on-street parking when they will exceed the posted time limit or when they will be parking in a paid parking area. The message must include the address where work is being performed and the number of hours or days that the vehicle or vehicles will be at that job site, and the license plate number of the vehicle, trailer or lift. Extensions of time at a job site shall be advised to the Police Department in person or by phone.
(9) 
Cones may only be used for safety reasons or to preserve a parking space at a job site.
(10) 
Any construction vehicle parking in a paid parking space, when paid parking is in force, shall also be required to have a downtown paid parking permit (fee of $25).
C. 
Violations of the provisions of this section are subject to a fine of $75 for a first offense and a one-year (calendar-year) suspension of the construction vehicle parking permit for the vehicle for a second offense. Violations shall include:
(1) 
Giving false information about the location and/or duration of work.
(2) 
Displaying a construction parking permit at any location that has not been notified to the police as a job site.
