1. The following words and/or terms, as used in this Part, shall have
the indicated meanings unless otherwise expressly provided herein:
BOROUGH
The Borough of Honey Brook, Chester County, Pennsylvania.
PERSON
Any natural person, partnership, association, firm or corporation.
STREET
The roadway of any public street, avenue, boulevard, road,
highway, alley or other thoroughfare of the Borough road plan, recorded
subdivision plan or as established by ordinance and open to public
use in the Borough, except for State highways, to which this Part
shall not apply.
2. In this Part, the singular shall include the plural, the plural shall
include the singular and the masculine shall include the feminine
and the neuter.

In order to facilitate the movement of traffic and to combat
the hazards of snow and ice on all streets, except for State highways,
in the Borough, the Mayor of the Borough, in his or her sole discretion,
may declare a snow and ice emergency (designated in this Part as a
"snow emergency"). Information on the existence of a snow emergency
shall be given by the Borough through radio, newspaper or other available
media, and information on the termination of the emergency may be
given by use of the same media. Before the Mayor declares said emergency,
it is Councils desire that he or she contact the Chief of Police or
the snow removal crew to obtain their input on the same.

Once a snow emergency is declared no vehicle shall be parked
on any Borough street until the snow emergency is terminated.

Members of the Borough police department are authorized to remove
a vehicle or to have it removed from a street when:
A. The vehicle is parked on a part of a street in which a parking prohibition
is in effect.
B. The vehicle is stalled on a street on which there is a parking provision
or other operating restriction in effect, and the owner or person
who is or was operating the vehicle does not appear to be removing
it, or it appears that the operator is not able to remove it.
C. The vehicle is parked in violation of any parking provision of the
law or of this Part and is interfering with or is about to interfere
with snow removal operations.

If any time during a snow emergency as stated under §
15-502, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon the street as stated in §
15-503, that person shall be guilty of a violation of this Part, and upon conviction, shall be sentenced to pay a fine of not more than $300 and costs. Costs shall include the cost of towing and impounding of the vehicle.
