A. 
Assignment of Trustees. The Village Board shall consist of the Village President and six Trustees, as provided by statute.
B. 
Bond; oath. Each Trustee shall take an oath of office. This oath shall be filed with the Village Clerk, as required by statute.
C. 
Regular meetings. The regular meetings of the Board of Trustees of the Village of Granville shall be held in the Village Hall on the first and third Tuesday evenings of each month, except when Tuesday falls on a holiday. In this case, the meeting will be moved to the following Wednesday evening.
D. 
Special meetings. Special meetings may be called by the President or any three of the Trustees, whenever in his or their discretion it may be deemed necessary. It shall be the duty of the Village Clerk to prepare a notice of all such special meetings and deliver the same to the Village Marshal, who shall notify all members of the Board, including the President of the Village, of all special meetings to be held by the Board of Trustees.
E. 
Presiding officer. The President shall preside at all meetings of the Village Board. In the absence of the President, Acting President, or President Pro Tem, the Village Board may elect a Trustee to act as a temporary Chairman (65 ILCS 5/3-11-14, 5/3-12-2).
F. 
Quorum; compelling attendance. A majority of the Village Board shall constitute a quorum to do business. A smaller number, however, may adjourn from time to time, and may compel the attendance of absentees under whatever penalties, including a fine for a failure to attend, the Board may prescribe by ordinance.
G. 
Members required to vote.
(1) 
The President shall not vote on any ordinance, resolution, or motion except:
(a) 
Where the vote of the Trustees has resulted in a tie.
(b) 
Where 1/2 of the Trustees elected have voted in favor of an ordinance, resolution, or motion even though there is no tie vote.
(c) 
Where a vote greater than a majority of the Village Board is required by this Code to adopt an ordinance, resolution, or motion.
(2) 
In each instance specified, the President shall vote.
H. 
Standing committees. The standing committees shall consist of three Trustees, to be appointed by the President, and confirmed by the Board of Trustees, at the meeting of the Board of Trustees on the third Tuesday in April of each year, or as soon thereafter as practicable, and shall be as follows:[1]
(1) 
Committee on Finance.
(2) 
Committee on Police.
(3) 
Committee on Streets and Alleys.
(4) 
Committee on Water and Sewer.
(5) 
Committee on Municipal Buildings.
(6) 
Committee on Parks and Streetlights.

I. 
Rules of proceeding. The Village Board shall determine its own rules of proceeding and punish its members for disorderly conduct.
J. 
Compensation. Compensation for Village Trustees shall be determined by the Village President and Trustees. Salaries or other compensation shall not be increased or diminished so as to take effect during the term of any officer holding an elective office.[2]

A. 
Oath and bond. The President of the Village, before entering upon the duties of his office, shall take an oath and execute a bond in the amount set by ordinance by the Village Board.
B. 
General duties.
(1) 
The President shall supervise the conduct of all the officers of the Village and cause all neglect or violations of official duty to be promptly corrected or reported to the proper tribunal for conviction.
(2) 
He shall cause all the ordinances of the Village to be observed and all violations thereof to be promptly prosecuted.
(3) 
In addition to the foregoing, and the duties imposed upon him by law, the President shall perform all such other duties as are or may be required of him by the ordinances of the Village.
C. 
President Pro Tem. In case of the absence of the President, or in case of his inability to attend a meeting of the Board of Trustees for any cause, the Board shall elect one of its number to act as President Pro Tem, who, during such absence or disability of the President, shall possess the powers of President. Such member so selected by the Board of Trustees to act as President Pro Tem shall preside over the meetings of the Board and shall call the same to order promptly at the hour of commencing.
D. 
Compensation. The Village President shall be paid an annual salary as determined by the Village Board from time to time and shall be paid in monthly installments.
