No person shall be eligible for any Village office who is not a qualified elector of the Village and who shall not have resided therein at least one year next preceding his election or appointment. However, these requirements shall not apply to the municipal engineer, health officers, or other officers who require technical training or knowledge; nor shall these requirements apply to the Village Attorney; nor shall any person be eligible to any office who is a defaulter to the Village.

A. 
Appointment. The Village Clerk shall be appointed by the Village President with the approval of the Village Board.
B. 
Oath and bond. The Village Clerk shall, before entering upon the duties of his office, take an oath of office and execute a bond in an amount set by ordinance by the Village Board.
C. 
Duties.
(1) 
It shall be the duty of the Village Clerk to attend all the meetings of the Board and to keep a true, full, complete and correct journal of all its proceedings in a suitable book to be provided by the Board for that purpose.
(2) 
It shall be the duty of the Village Clerk to record in a book to be kept for that purpose all ordinances passed by the President and Board of Trustees and attach his certificate to the ordinance of the time when passed, printed or posted, and if printed, what paper printed in, together with the date of printing. He shall also attach the Seal of the Village to all ordinances passed by the Board.
(3) 
The Village Clerk shall cause all ordinances of the President and Board imposing any fine, penalty, imprisonment or forfeiture, or making any appropriation, to be duly published in book or pamphlet form within 30 days after the passage thereof in a newspaper published in the Village, or if no newspaper is published in the Village, then by publication in a newspaper with a general circulation in the Village as required by law; and it shall be his further duty to keep the corporate Seal of the Village, and to keep all papers belonging to the Village duly filed in his office.[1]

(4) 
The Village Clerk shall issue all licenses, deliver the same, and enter upon the license register a true record of the same, showing the purpose for which and the person to whom the same is issued, the amount paid, the date issued, and date of expiration of the same. He shall draw all warrants upon the treasury in pursuance of any resolution, ordinance or order of the President and Board of Trustees, countersign the same after having been signed by the President, and he shall state in the order the particular fund or appropriation to which the check is chargeable, and the person to whom payable.
(5) 
The Village Clerk shall enter upon the journal of proceedings the "ayes" and "nays" taken on the passage of all ordinances and on all propositions to create any liability against the Village, or for the expenditure or appropriation of its moneys, and all other causes at the request of any member of the Board. He shall enter the "ayes" and "nays" whenever a vote is taken to pass an ordinance over the President's veto.
(6) 
The Village Clerk shall, within five days after the result of any election is declared or appointment made, notify all persons of their election or appointment, and upon the termination of his office he shall deliver to his successor in office all property, books and effects of every description in his possession belonging to the Village or appertaining to his office, and if he shall refuse to do so within five days after notification and request, he shall be liable on his bond for all damages caused thereby.
D. 
Compensation. The annual salary of the Village Clerk shall be determined by the Village Board from time to time and shall be paid in monthly installments.
E. 
Registrar of Vital Statistics. The Village Clerk shall be Registrar of Vital Statistics for the Village.
F. 
Reports. A report of all births, still births, and deaths shall be made to the local registrar of vital statistics, which report shall contain all information required by the Vital Records Act (410 ILCS 535/1 et seq.).
G. 
Recordkeeping. The local registrar shall keep a record showing all births, still births, and deaths occurring within the municipality. The record shall include all information required to be kept by the Vital Records Act (410 ILCS 535/1 et seq.).
H. 
Deputy Clerk. The Clerk is authorized to select such deputies, not to exceed one, as he determines.

Appointment. The Village Treasurer shall be appointed by the Village President with the advice and consent of the Village Board.
B. 
Oath and bond. The Village Treasurer shall, before entering upon the duties of his office, take an oath of office and execute a bond in an amount set by ordinance by the Village Board.
C. 
Duties.
(1) 
It shall be the duty of the Village Treasurer to receive and keep all moneys of the Village which may come into his hands, and disburse the same on the warrant of the President, countersigned by the Village Clerk, and no money shall be otherwise paid out of the treasury, except as provided by law.
(2) 
The Treasurer shall keep in a book, to be furnished by the Village, a full and accurate account of all moneys received and paid out by him in behalf of the Village, specifying the time of receipt and disbursement, from whom received and to whom paid. He shall specify the different objects for which appropriations shall be made, and shall keep a record of the same, and no money appropriated for one purpose shall be used toward any other purpose or fund until the object for which the appropriation shall have been first made shall be first satisfied. All payment shall be made out of the funds appropriated therefor, and shall be charged to the same. Any unexpended balances in any appropriation may be used in any other appropriation.
(3) 
He shall give every person paying money into the treasury a receipt therefor, specifying the date of payment, and on what account paid, and he shall file copies of the receipts with the Clerk at the date of his monthly report, and he shall at the end of each and every month, and more often if required, render an account to the Board under oath, showing the state of the treasury at the date of such account and the balance of money in the treasury. He shall accompany the account with a statement of all moneys received into the treasury, on what account, together with all warrants received and paid by him, which warrants, with any and all vouchers held by him, shall be delivered to the Clerk and filed with his account in the Clerk's office at the time of the settlement. He shall return all warrants paid by him stamped or marked "Paid." He shall keep a register of all warrants redeemed and paid and describe the warrants and show the date, amount, number, the fund from which paid, the name of the person to whom paid and when paid.
D. 
Additional duties. The Treasurer, in addition to what is required of him by virtue of this section, shall do and perform all that is required of him by any and all laws now in force or hereafter passed by the Legislature of the State of Illinois for the government of cities and villages, which are applicable to the office of village treasurer.
E. 
Compensation. The Village Treasurer shall be paid an annual salary determined by the Village Board from time to time and shall be paid in monthly installments.
F. 
Assistant Treasurer. The Treasurer is authorized to select such assistant as he determines.

A. 
Appointment. The President, by and with the advice and consent of the Village Board, shall appoint a Superintendent of Public Works for the Village.
B. 
Duties.
(1) 
The Superintendent of Public Works shall have charge of the improvement, repair and cleaning of all streets and alleys and street crossings in the Village, but no improvement or repairs, except when actually necessary, shall be made by him without the order of the Streets and Alleys Committee, and he shall also repair all sidewalks and crossings where a new walk or crossing is required.
(2) 
He shall annually, in the spring of the year, under the direction of the Streets and Alleys Committee, cause the streets and alleys, where needed, to be cleaned and the gutters opened, and so far as practicable keep them in that condition.
(3) 
He shall oversee and direct the street laborers and workers, and shall keep or cause to be kept in a suitable book a correct account of the time of each and every laborer.
(4) 
He may, by the authority of the Streets and Alleys Committee, purchase needed tools, implements or materials for the use of the Village in his department. He shall cause all tools and instruments belonging to his department to be legibly marked with the letters "V.G." and shall keep them properly housed, guarded or kept and protected from the weather when not in use.
(5) 
He shall keep, in a book to be provided by the Village, a correct list of all the tools, implements, materials and other property in his charge belonging to the Village, and he shall also keep in a book provided by the Village a plain, detailed and accurate account of all expenditures made under his supervision, specifying to whom and for what purpose expenditures were made.
(6) 
He shall, as far as practicable, see that the crossings on the streets and alleys are kept clean and free from mud, ice and snow, and that the grounds in and around the park are kept in good condition.
(7) 
He shall take care that all the ordinances in regard to streets, alleys, bridges, sidewalks, drains, and sewers are strictly obeyed and enforced.
(8) 
He shall, for every pay period, make a written report to the Village Board, showing the name of each person employed by him and the time worked.
(9) 
He shall, at the regular meeting of the Village Board, on or before the first Tuesday in the month of January in each year, prepare and present to the Board an annual report, summarizing the work done in his department for the year, with any information and suggestions in the report as he may deem proper.
C. 
Compensation. Compensation shall be determined by the Village Board.

Appointment. The Chief of Police shall be appointed by the Village President with the consent of the Village Board and shall serve at the will of the Village President and Board.
B. 
Patrolmen. The Village President may appoint such assistant patrolmen from time to time as he may see fit, with the consent of the Board, for such term and upon such conditions as may be designated, who shall be subject to the control of the Chief of Police; provided, however, that this shall not be construed as affecting the power of the Village President and Board to appoint and remove such assistant patrolmen as they may see fit.
C. 
Oath and bond. The Chief of Police and patrolmen shall, before entering upon the duties of their office, take an oath of office and execute a bond in an amount set by ordinance by the Village Board.
D. 
Compensation. The Chief of Police, and any assistant patrolmen, shall receive such compensation as may be decided from time to time by the Village Board.
E. 
Duties and responsibilities. All of the following duties and responsibilities apply to the Chief of Police and to any assistant patrolmen as appointed:
(1) 
He shall see that all Village ordinances and statutes are effectively enforced.
(2) 
He shall be fully acquainted with all Village ordinances pertinent to the performance of his duties, and in cases of doubt regarding the interpretation and application of any Village ordinance consult with the Village Attorney to obtain clarification.
(3) 
He shall maintain at the Village Hall a daily log of his activities while on duty. The log shall include, but is not limited to, the time at which he reported in for duty and the time at which he went off duty and a short summary of all activities carried on while on duty, or other activities carried on, and the mileage placed on the Village police car.
(4) 
While on duty, he shall not leave the Village limits except at the request of the Village President, or the Sheriff of Putnam County or other law enforcement agency in cases of emergency.
(5) 
He shall work a forty-hour week, as per the monthly schedule approved by the Village Board and/or committee chairperson. The Chief will be compensated time-and-one-half pay for any hours worked over 40 in a week.
F. 
Personal conduct.
(1) 
The Chief of Police, and any assistant patrolmen, shall be expected to maintain the highest standard of personal conduct, integrity and discretion. While on duty, they shall not loiter about, frequent or go into any bars, taverns or places of any kind or description whatsoever having a disreputable reputation in the Village, except in the performance of their duties, and shall remain in such places only so long as is necessary to perform their duties. Except in the performance of their duties, the Chief of Police, and any assistant patrolmen, shall avoid the company of persons known to have a criminal record or by community reputation to be of unsavory and disreputable character. While on duty they shall avoid at all times giving any appearance that they are not actively engaged in the performance of their duties, and to this end shall not spend undue time with any person or at any place, except as the same may be necessary to carry out their duties.
(2) 
They shall not discuss with or relate to any member of the general public any of their official activities or anything learned in the course of same, or any pending legal action or investigation, except insofar as the same may be necessary to carry out their duties or as may be authorized by the Village President.
G. 
Reports. The Chief of Police shall, on the first meeting of the Village Board in the months of January, April, July and October, make a report in writing to the President and Village Board as to his activities for the preceding quarter, with such statistics and suggestions as he may deem advisable.
H. 
Control and supervision. The Chief of Police shall be subject to the control and supervision of the Village President and the President may make or prescribe such rules and regulations for the guidance of the Chief, and any assistant patrolmen, as he may see fit, and such rules and regulations shall be binding on the Chief, and any assistant patrolmen, when approved by the Village Board.
