It shall be unlawful to operate or carry on the business of junk dealer or to keep any junk shop, store or place for the purchase, sale or storage of junk, rags, old rope, paper or bagging, old iron, brass, copper, zinc or empty bottles, without having obtained a license commencing on April 1.
Applicants for such license shall apply in writing to the Village Clerk, accompanied by the annual license fee of $100. The application shall give information regarding the applicant as may be required by the Board touching applicant's fitness to be licensed as a junk dealer or secondhand dealer. The annual license fee shall be multiplied by the number of places or locations used in the business of the applicant as a junk or secondhand store or for the storage of either.
No license shall be issued to any person, partnership or corporation unless the applicant agrees to locate his place or places of business at a location designated by the Village Board upon its acceptance of the application for license. It shall be unlawful for any junkyard or store of junk to be located or placed within 100 feet of the line of the street nearest the yard or store, or within five feet of the property of any adjacent neighbor. The location of any licensed business or operation must comply with the requirements of Chapter 285, Zoning and Land Development, of the Village Code.

It shall be the duty of the Chief of Police to make quarterly inspections of each junk or secondhand business within the Village to determine whether or not the laws of Illinois and the ordinances of the Village are being violated. He shall make his report to the Board after each quarterly inspection.
Any person, firm or corporation violating any provision of this chapter shall be subject to penalties as set forth in Chapter 1, Article III, of the Village Code. Upon a second conviction for violation of any provision of this chapter, said person, firm or corporation shall suffer the revocation of its license in addition to such fine as may be imposed, and shall not thereafter be eligible for a license under this chapter within the Village.
