There is hereby created the Town of Windsor Volunteer Fire Department,
for the prevention of fire and the protection of life and property
from fire and rescue emergencies within the Town. The Department shall
be composed of the number of companies determined by the chief and
the Town Manager to be necessary to assure adequate fire protection
throughout the service area. The regular officers of such Department
shall be a chief of the Fire Department and a chief from each company.

(a) The chief of the Volunteer Fire Department shall be appointed by the Town Manager and shall be subject to removal at will by the Town Manager. The chief of each company shall be appointed by the Town Manager upon recommendation of the respective company made in accordance with uniform procedures adopted pursuant to Section
6-245 herein. Other officers of each company shall be chosen by the companies in accordance with such uniform procedures.
(b) All officers shall be chosen on the basis of their technical qualifications
and their ability to command and hold the confidence of fire personnel.
No one shall have any vested interest or property right in any position
in the Volunteer Fire Department or in any company thereof.
(c) Until such time as the Charter is amended, the appointment of the
chief of the department shall be subject to final approval of the
Town Manager.

(a) The chief shall be the executive head of the department and shall
be responsible to the Town Manager for the management and operations
of the department and for the conduct of its members in fulfilling
the objectives of the department as specified in this article.
(b) The company chief shall be the executive head of the company and
shall be responsible to the chief for the management of the property
and affairs of the company and for the conduct of its members in fulfilling
the objectives of the department.
(c) Duties of other officers shall be delineated by the chief and company
chiefs.

(a) The membership of the department shall consist of able-bodied citizens
residing or working in the Town. Other qualifications for membership
may be prescribed by the chief and set forth in the regulations of
the department. Members of the existing volunteer fire companies shall
automatically be members of the Windsor Volunteer Fire Department.
(b) Any member of the department may be suspended from the department
by the chief or company chief (with respect to a member of that chief's
company) at any time such individual may deem such action necessary
for the good of the department, and shall be subject to removal at
will by the Town Manager on recommendation of the department chief.

The Town Manager shall have the authority to carry on the functions
and operations of the Volunteer Fire Department, including the authority
to contract with existing fire districts to assume their fire protection
responsibilities. All such agreements shall be effective upon approval
of the Town Council.

The Town Manager shall have the authority to issue regulations
governing the operations of the fire department consistent with this
article and applicable law.
