There shall be created in accordance with Section 28-7
of the General Statutes, the Windsor Civil Preparedness Department.

(a) The Windsor Civil Preparedness Department shall be under the supervision
and direction of a Director appointed by the Town Manager of Windsor.
(b) The Director shall organize the department into such subdivisions
as may be necessary for the efficient conduct of the business of the
Department.
(c) The Director will serve at the will of the Town Manager and may be
removed by the Town Manager at any time.

(a) The Director shall report directly to the Town Manager's office
and advise the Town Manager on matters pertaining to civil preparedness
and disaster emergency operations. The Director will coordinate the
activities of all Town departments in disaster emergency situations,
but in no case will the Director assume command of any department
other than the civil preparedness department unless directly ordered
to do so by the Town Manager.
(b) The Director will coordinate the activities of all civil preparedness
department forces, both full time and volunteer and will be responsible
for the recruitment and training of needed civil preparedness personnel.
(c) The Director will assist the Town Manager in the preparation and
updating of Town emergency operations plans and standard operating
procedures and will be empowered, subject to the budget appropriated
by the Town Council, to obtain needed equipment and supplies to fulfill
its responsibilities.
(d) The Director will maintain contact with the state civil preparedness
area office designated for the Town and will cooperate with the state
office of civil preparedness in preparation, if required, of reports
to ensure that the Town receives all possible funding, equipment and
other benefits available to the Town through state and national civil
preparedness agencies.
(e) The Director will perform such other civil preparedness-related functions
as may, from time to time, be assigned to such Director by the Town
Manager.

(a) Duties of Town Manager. In the event of disaster, the Town Manager
will assume complete command of all local government functions and
facilities including public school facilities and personnel. All available
local resources will be brought to bear on the disaster existing in
an effort to protect and preserve human life and property of the community,
to the greatest extent possible. Personnel of civil preparedness forces
shall be employed in accordance with state law. The term "disaster"
used herein is intended to mean: (a) locally declared emergencies
as declared by the Mayor, or in the Mayor's absence, the deputy
Mayor; (b) state declared emergencies which substantially affect the
Town as declared by the governor of the state; or (c) national declared
emergencies which substantially affect the Town as declared by the
president of the United States of America. Locally declared emergencies
shall end upon a majority vote of the Town Council.
(b) Limitation of authority. The authority of the Town Manager shall
be limited only by: (a) the Governor of the state in state declared
emergencies; and (b) the President of the United States of America
in a declared national emergency.
