A meeting of the electors of the town of Windsor for the election
of the town officers shall be held on the first Tuesday after the
first Monday in November, 1965, and biennially thereafter. At such
meeting there shall be elected nine (9) members of the town council,
and three (3) constables, all for terms of two (2) years. On the first
Tuesday after the first Monday of November, 1981, there shall be elected
by ballot three (3) members of the board of education who shall hold
office for terms of two (2) years. At biennial elections thereafter
there shall be elected by ballot nine (9) members of the board of
education who shall hold office for terms of two (2) years. The term
of all elective officers shall commence on the first Monday following
election. All officers shall hold office until their successors are
elected and qualified, including the transition period created by
a change of the time of elections.

The foregoing officers shall be nominated and elected as provided
for the nomination and election of town officers by the general statutes
of the state, provided:
(a) Where two (2) or more persons are to be elected to any office, if
the number of officers to be elected to the same office for the same
term is even, no political party shall nominate more than one-half
(1/2) of the number, and if the number to be elected to the same office
for the same term is odd, no political party shall nominate more than
a majority of the number;
(b) Where two (2) or more persons are to be elected to any office, if
the number of officers to be elected to the same office for the same
term is even, no person shall vote for more than one-half (1/2) of
the number, and if the number to be elected to the same office for
the same term is odd, no person shall vote for more than a bare majority
of the number.

No person shall be eligible for any elective office who is not
at the time of the election a resident elector of the town.

The number and boundaries of voting districts shall be determined
by ordinance of the town council. The council shall provide suitable
polling places in each district. The registrars of voters shall keep
separate lists of the electors as required by law and shall appoint
for each district a moderator in accordance with the general statutes,
and shall designate the moderator of the first district to be the
head moderator for the purpose of declaring the results of elections
in the whole town. The town clerk, registrars of voters and all other
officers of the town shall perform the duties required of them by
law with respect to elections in each voting district established
in accordance with this section. Voting district lines shall not be
drawn so as to conflict with the lines of senate districts as established
by the general assembly. No change in the boundaries of voting districts
shall be made within (90) days prior to any election.
