A. 
The Town Park Commission shall consist of seven members appointed by the Town Board of Supervisors in writing and filed with the Town Clerk. The term of each member shall be for seven years. Initial appointments and annual appointments thereafter shall be staggered so that in each year a new appointment of one member shall be made by the Town Board of Supervisors. The Town Board of Supervisors may also appoint one alternate member to the Town Park Commission with a seven-year term. The alternate member may participate as a voting member at any Town Park Commission meeting in which one or more of the appointed members are absent. Each Commissioner shall take and file the official oath (§ 60.66, Wis. Stats.).

B. 
Compensation of members of the Town Park Commission shall be set by the Town Board annually and once set shall remain in such amount until amended or changed by the Town Board. Compensation so established for the Town Park Commission shall be established as of April 1 of each year and shall continue in effect until April 1 of the following year unless amended or changed by the Town Board. Amendments in the amount of compensation shall be paid to reimburse members for attendance at meetings of the Park Commission and not for labor and services performed at the request of the Park Commission.
A. 
The Town Board of Supervisors shall appoint the members of the Town Plan Commission. The Town Plan Commission shall consist of seven members, five citizen members with staggered three-year terms and two Town Board members. The Town Board of Supervisors may also appoint one alternate member to the Plan Commission with a three-year term. The alternate member may participate as a voting member at any Town Plan Commission meeting in which one or more of the appointed members are absent.

B. 
Compensation for Town Plan Commission members shall be set annually by the Town Board to be effective with the term of Town Plan Commission members and once set shall remain in such amount until amended or changed by the Town Board.

The annual Board of Review shall be composed and governed by the provisions of §§ 70.46 and 70.47, Wis. Stats.

A. 
Procedures.
(1) 
In order for a property owner or property owner's representative to submit a request to testify by phone or submit a sworn written statement, he or she must first comply with the following procedures:
(a) 
The legal requirement to provide notice of intent to appear at BOR must be satisfied; and
(b) 
An objection form for real property assessment (PA-115A) must be completed and submitted to the BOR as required by law.
(2) 
After the two requirements outlined above have been met, a request to testify by telephone or submit a sworn written statement at Board of Review (Form PA-814) may be submitted to the Town Clerk. Such requests must be submitted in time to be considered by the Board at the first meeting of the BOR.
B. 
Criteria to be considered. The Board may consider any or all of the following factors when deciding whether to grant or deny the request:
(1) 
The requester's stated reason(s) for the request as indicated on the PA-814.
(2) 
Fairness to the parties.
(3) 
Ability of the requester to procure in person oral testimony and any due diligence exhibited by the requester in procuring such testimony.
(4) 
Ability to cross examine the person providing the testimony.
(5) 
The BOR's technical capacity to honor the request.
(6) 
Any other factors that the Board deems pertinent to deciding the request.

A. 
Purpose.
(1) 
To provide for the appointment of, upon lawful removal of named members, or in the event of a resignation or absence of a regular member, alternate persons to serve as replacements to the Board of Review for the Town.
B. 
Authority.
(1) 
Pursuant to §§ 70.47(6m)(c) and 70.46(1), Wis. Stats., the Town Board has the authority to remove members from and to appoint alternate members to the Board of Review for the Town.
C. 
Manner of appointment.
(1) 
The Town Board, by this section, establishes and shall maintain a public list of names of persons eligible and appointed by the Town Board to serve as alternate members of the Board of Review. The list shall be arranged and maintained by the Town Clerk. The Town Clerk shall notify any named member who has been lawfully removed under § 70.47(6m)(a)(b), and shall notify the alternate member of his or her appointment to replace a named member of the Board of Review.
(2) 
Term of appointment shall be indefinite or until such appointment is rescinded by action of the Town Board.
(3) 
Compensation for alternate members shall be set by the Town Board to be effective with the term of the members and once set shall remain in such amount until amended or changed by the Town Board.

A. 
The Board of Police and Fire Commissioners shall consist of five persons, three of whom shall constitute a quorum. The Town Chairperson shall annually, between the last Monday of April and the first Monday of May, appoint in writing, to be filed with the Secretary of the Board, one member for a term of five years, subject to confirmation by the Town Board. Residency in the Town of Grand Chute shall be a requirement for appointment to the Board and for continued membership on the Board.
B. 
The Board shall keep a record of its proceedings. The Board of Police and Fire Commissioners shall have the power and authority prescribed under § 62.13(2) to (5) and (7) to (12), Wis. Stats. Specifically excluded are the provisions of § 62.13(6), Wis. Stats., titled "Optional powers of board."
C. 
The Board of Police and Fire Commissioners shall appoint the Police Chief and Fire Chief.
D. 
The Board of Police and Fire Commissioners shall adopt all current Police and Fire Department policies, procedures, rules and regulations.
E. 
Compensation for members of the Board of Police and Fire Commissioners shall be set annually by the Town Board to be effective with the term of members of the Board of Police and Fire Commissioners and once set shall remain in such amount until amended or changed by the Town Board.
A. 
The Town Chairperson, subject to final confirmation of the Town Board of Supervisors, shall make appointments to ad hoc committees. The Town Board of Supervisors shall approve all changes to ad hoc committees.
B. 
Compensation for ad hoc committee members shall be set annually by the Town Board to be effective with the term of members of ad hoc committees and once set shall remain in such amount until amended or changed by the Town Board.

The Joint Review Board shall be composed and governed by the provisions of § 66.1105 (4m), Wis. Stats.
B. 
Joint Review Board members shall serve concurrent two-year terms without compensation.

The Town Drainage Committee shall consist of five members, two of those members shall be Town Board members, and three members shall be citizens not currently serving in any other public office in the Town or as an employee of the Town appointed by the Town Board of Supervisors in writing and filed with the Town Clerk. The term of each member shall be for five years. Initial appointments and annual appointments thereafter shall be staggered so that the Town Board of Supervisors shall make a new appointment of one member each year. The Town Board of Supervisors may appoint one alternate member to the Town Drainage Committee for a five-year term. The alternate member may participate as a voting member at any Town Drainage Committee meeting in which one or more of the appointed members are absent. Each committee member shall take and file the official oath (§ 60.66, Wis. Stats.).
B. 
Compensation of members of the Town Drainage Committee shall be set by the Town Board annually and, once set, shall remain in such amount until amended or changed by the Town Board. Compensation so established for the Town Drainage Committee shall be established as of April 1 of each year and shall continue in effect until April 1 of the following year unless amended or changed by the Town Board. Amendments in the amount of compensation shall be paid to reimburse members for attendance at meetings of the Drainage Committee and not for labor and services performed at the request of the Drainage Committee.
C. 
The Town Drainage Committee shall review drainage-related issues either brought before it by Town Staff or via recommendation of the Town Board. The Committee shall make recommendations to the Town Board for action, and any action of the Committee shall be advisory only.
