There is hereby established a Department of Housing Services.

The head of the Department of Housing Services shall be the Director of Housing Services.
The Director of Housing Services shall, prior to his appointment, have had at least five years' experience in the field of property maintenance code enforcement and inspection and the ability to supervise and direct personnel and administer the Department.
The Deputy Director of Housing Services shall, prior to appointment, have had at least five years of experience in the field of property maintenance code enforcement and the ability to supervise and direct personnel and administer the Department in the absence of the Director.
A.
The Director shall have all of the functions, powers and duties that are hereby or may be hereinafter conferred upon him by law or ordinance of the Township, and he shall:
(1)
Be responsible for the proper and efficient operation of the Department;
(3)
Coordinate all inspections performed by the Township relating to codes and ordinances for which the Department is responsible;
(4)
Develop plans and submit recommendations for improving code enforcement programs and related inspection programs; and
(5)
Develop programs for the improvement of the housing conditions of the Township.
B.
Unless otherwise provided, all inspections and enforcement proceedings related to the laws, codes and ordinances for which the Department is responsible shall be under his direction and supervision. He may designate employees to perform duties as may be necessary for the proper enforcement of said laws, codes and ordinances.
The Deputy Director shall:
The Department of Housing Services shall have all of the powers, duties and authority formerly vested in the Division of Housing and Property Maintenance of the Department of Health and Housing and such additional authority as shall be necessary to enforce the laws of the State of New Jersey and the ordinances of the Township governing the maintenance, appearance, condition and occupancy of residential and nonresidential premises.
A.
There shall be within the Department of Housing Services a Division of Building Inspection, the head of which shall be the Chief Building Inspector, and the Division shall:
(2)
Supervise and direct the Irvington Construction Code Agency.
(3)
Correlate all inspections performed by the Township relative to the codes and ordinances for which the Division is responsible.
(4)
Develop plans and submit recommendations for improving inspections made by the Township pursuant to the State Uniform Construction Code and related codes.
(5)
Provide for the securing of abandoned buildings and premises.
B.
The Chief Building Inspector, who shall be a qualified construction official, is designated as the Township Construction Official. Unless otherwise provided, all inspections, regulations and enforcement proceedings related to the codes and ordinances for which the Division is responsible shall be under his direction and supervision. He may designate such other public officials or employees of the Township to perform duties as may be necessary to the enforcement of said codes and ordinances.
