There is hereby established a Department of Public Works.
The head of the Department of Public Works shall be the Director
of Public Works.
The Director of Public Works shall, within one year from the
date of appointment, hold a public works manager certificate, issued
pursuant to N.J.S.A. 40A:9-154.6c, and shall be qualified by training
and experience of at least five years in public works employment.
The Director of Public Works shall be appointed by the Mayor
with the advice and consent of the Council for a term of four years
at such compensation as may be fixed by ordinance.
Within the Department of Public Works there shall be the following
divisions:
B. Division of Streets and Sewers.
D. Division of Motorized Equipment.
E. Division of Public Property.
F. Division of Traffic Signals.
There shall be within the Department of Public Works a Division
of Engineering, the head of which Division shall be the Town Engineer.
He shall, prior to his appointment, hold a professional degree in
civil or mechanical engineering from a recognized school or college
of engineering and be qualified by further training and experience
of at least five years in responsible engineering work. His compensation
shall be such sum as shall be fixed by ordinance.
There shall be within the Department of Public Works a Division
of Streets and Sewers, the head of which shall be the Superintendent
of Streets and Sewers, and this Division shall:
A. Provide for construction, reconstruction, maintenance and repair
of all public streets in the Town.
B. Regulate street openings and the construction, alteration and repair
of sidewalks, curbs and gutters.
C. Clean all Town streets and parking lots.
D. Remove snow from all Town streets and parking lots.
E. Provide for the construction, reconstruction, maintenance and repair
of all sanitary and storm sewers in the Town.
There shall be within the Department of Public Works a Division
of Sanitation, the head of which shall be the Superintendent of Sanitation,
who shall be responsible for the collection and disposal of garbage
and refuse and shall, when so directed by the Director of Public Works,
assist in the removal of snow on Town streets and parking lots.
There shall be within the Department of Public Works a Division
of Motorized Equipment, the head of which shall be the Garage Superintendent.
This Division shall:
A. Supervise the work done in all Town garages or elsewhere for the
storage, repair, servicing and maintenance of Town-owned motorized
equipment.
B. Operate garages for the storage, servicing, repair and maintenance
of all Town-owned motorized equipment.
D. Control the use of motorized equipment and maintain cost records
for operation, maintenance and replacement, in such manner as may
be prescribed by the Director of Public Works.
There shall be within the Department of Public Works a Division
of Public Property, the head of which shall be the Maintenance Superintendent,
who shall be in charge of playgrounds and public property. This Division
shall:
A. Care for the pruning, trimming, removal and planting of shade trees
in the streets and all other public places in the Town.
B. Provide custodial and janitorial services for all public buildings
and places under the jurisdiction of the Town government, exclusive
of firehouses.
C. Operate and maintain Town-owned properties, including tax-foreclosed
property and veterans' temporary housing.
D. Care for and maintain all Township playgrounds, recreational areas
and facilities operated by the Department of Parks and Recreation
within the Township.
There shall be within the Department of Public Works a Division
of Traffic Signals, headed by the Director of Public Works, which
shall be responsible for the installation, care and maintenance of
all traffic signals within the Township.
