Any vehicle parked in handicapped spaces, fire lanes, driveways
or that block or obstruct access to the complex by emergency vehicles
may be towed away by the owner. The same shall be towed subject to
provisions of preceding sections of this chapter.
Owners of illegally parked cars will be liable for all expenses
associated with the towing of said vehicle.
