The Director of Public Safety is hereby authorized and directed to establish restrictive parking spaces in front of residences occupied by handicapped persons, provided that:
A. 
Such persons are holders of current drivers' licenses issued by the State of New Jersey.
B. 
Such persons have been issued special vehicle identification cards by the Division of Motor Vehicles pursuant to the provisions of N.J.S.A. 39:4-205.
C. 
The motor vehicles to be parked in such spaces are equipped with such special attachments and devices as the New Jersey State Director of the Division of Motor Vehicles may deem necessary to provide for the safe operation thereof by such persons.
D. 
Such parking is not otherwise prohibited and such restricted space will not interfere with the normal flow of traffic.

The Director of Public Safety shall issue a permit to identify the handicapped person's vehicle and the location wherein it is to be parked. Such permits shall only be issued to persons who can prove ownership and operation of the motor vehicle and residency at the location specified therein. The permit shall meet the requirements of N.J.S.A. 39:4-197.7.

A. 
New application fee: $50 submitted with the application. Approved permits are valid from 12 months from the date of permit issuance.
B. 
Renewal application fee: $25 submitted with the application. Applications for renewal must be submitted 120 days prior to the expiration of the permit. Failure to reapply shall result in the forfeiture of assigned parking.
C. 
Relocation fee: All changes of address will require submission of a new application and $50.
D. 
Replacement of a permit: $25 to replace a permit that has been lost or destroyed.

When a restricted parking space is established, the Township shall cause the same to be posted with an appropriate sign upon which there shall be written the words "Parking for Disabled Resident Only." An Irvington Police-provided identification number shall also be included. The Irvington Police shall issue a permit to a resident who qualifies for a restrictive parking space under § 620-119 that includes the identification number that is assigned to the posted sign.

Upon the posting of the sign provided for in § 620-122 hereof, no person shall park or cause to be parked any vehicle for which a valid permit with the matching identification number has not been issued and which does not have such permit properly displayed as provided herein.

Any person parking a motor vehicle in a restricted parking space without a special vehicle identification card shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days' community service on such terms and in such form as the court shall deem appropriate, or any combination thereof. In addition, the vehicle shall be ticketed and subject to towing.
