It is unlawful for any person to park any motor vehicle in a manner so as to impede or obstruct access to or passage through the common area designated for vehicular use in any parking lot of any housing complex in the Township of Irvington with 20 or more units.
Violation of § 620-127 of this article will entitle any property owner or manager to notify the police, and the motor vehicle in question will be towed at the owner's expense.
As used in this article, the following terms shall have the meanings indicated:
COMMON AREAS
That portion of a parking lot which is not designated with painted markings outlining the actual spaces for the parking of motor vehicles and that area through which vehicles must traverse in order to reach the parking spaces.
