[Editor's Note: Re-designated as Chapter 34 in Division
1. By vote at the 2015 Annual Town Meeting (under Article 28) a new
bylaw was adopted as follows: "Every Great Barrington committee or
board, whether appointed or elected, shall place on their agenda of
public meetings an item for Citizen Speak time." The bylaw was inserted
into Division 3 of the Town Code as Article I, Citizen Speaking Time,
§ 241-1, Placement on agenda, of Chapter 241, Public Meetings.
By vote at the 2021 Annual Town Meeting (under Article 29) the bylaw
was amended by the addition of two sentences: "Except for procedural
and housekeeping matters, Town residents shall have the right to address
a Board on any item that requires a vote at a time before a Board
votes on that item. Such residents will be allowed as much time as
the proponent of an item is permitted to have." Division 3 of the
Town Code is the Miscellaneous Rules and Regulations division. The
division for bylaws is Division 1, Town Meeting Enactments. Therefore,
following approval of the 2021 amendment, the Citizen Speaking Time
bylaw was moved to Division 1, Part I (Administrative Legislation),
and designated as § 34-1, Citizen Speaking Time, of Chapter
34, Public Meetings.]
