A Police Department is hereby established in and for the Borough
of Souderton. The Chief of Police shall be the chief executive of
the Police Department. He shall, under the direction of the Mayor,
be in charge of the police force and have supervision over its members
in the exercise of their powers, duties and authority.
Subordinate to the Chief of Police in the Police Department,
the following classifications are hereby established: Lieutenant,
Sergeant and patrolman, or those of such classifications to which
Council shall at any specific time have appointed one or more police
officers. The priority of authority among such subordinate classifications
shall be in the order listed. The number of persons to serve in each
of such subordinate classifications, on a full-time and/or part-time
basis, and the compensation of each, shall be as determined by the
Borough Council from time to time.
Nothing herein contained shall affect the authority of the Mayor
to appoint special policemen during emergencies.

The Chief of Police of the Borough of Souderton or, in his absence,
the commanding officer shall have authority to request assistance
from other municipalities in the event of emergency. Only the Chief
of Police or, in his absence, the officer in command of the Borough
police shall have the authority to request assistance. The Chief of
Police or the officer in command shall initiate the request for assistance
through the Montgomery County Communication Center in accordance with
procedures agreed upon by participating municipalities. The Chief
of Police shall be the commander in chief of all personnel sent to
the Borough in an emergency.

In the event of a request for assistance from another municipality,
the Chief of Police shall have the authority to provide up to 10%
of the Borough police departmental strength when possible. The police
personnel provided shall have the same authority as that of the requesting
department when acting in response to a request for assistance pursuant
to this article.

In every instance where aid is requested, the personnel supplied
shall be relieved of duty not more than eight hours after reporting.
The Chief of Police shall cooperate with the Chiefs of Police
of the other participating municipalities and Montgomery County authorities
in establishing procedures for the implementation of this article.
The Borough shall pay the cost of Borough police officers while
on duty in an emergency covered by this article. Equipment required
by Borough police officers on duty in an emergency shall be supplied
by Montgomery County. Montgomery County shall likewise provide liability
insurance coverage for Borough police officers when acting in response
to a request for assistance by a municipality.
