The Commission to be known as the "Trenton Employment Commission"
is hereby established.
The Commission, which shall meet monthly, shall be responsible
for the implementation, enforcement and monitoring of the Trenton
Resident Employment Policy in a manner that is consistent and fair
to all parties.
The Commission shall consist of seven members to be appointed
by the Mayor with the advice and consent of the City Council subject
to the exceptions set forth below:
A. The Commission shall include at least one person for each of the
following categories:
(1) The Mayor or his/her designee, who shall not require advice and consent;
(2) A representative from the City Council who shall only require a resolution
of appointment by the City Council;
(3) A representative from a labor union; and
(4) Four residents of the City of Trenton.
The Commission members shall serve without compensation, with
the original appointees serving in the following manner: four for
a term of one year; three for a term of two years. Each succeeding
appointment shall be a term of three years, and all appointments to
fill vacancies shall be for the unexpired term.
The Commission shall be assisted by a Secretary, who shall serve
without compensation, to assist the Commission, developers, and contractors
with all elements of compliance with this chapter. The Secretary shall
be designated by the Director of Housing and Economic Development.
The Commission shall be responsible for the monitoring of all compliance of the Trenton Resident Employment Policy, Trenton Municipal Code §
57-10, as well as Section 3 compliance for the City as mandated
by the United States Department of Housing and Urban Development.
