Any book, magazine or other publication borrowed from the Free Public
Library or any branch library of the City shall be returned by the borrower
within the time prescribed by the rules under which it was taken out.
If any book, magazine or other publication is not returned to the library
within the time prescribed, the borrower or, if the borrower be a juvenile
reader, then the parent or guarantor shall deliver the book to a messenger
authorized, in writing, by the librarian to receive it, with all fines and
penalties incurred for its detention, together with a fee of $0.50 for
special service; or pay to the messenger the cost of replacing the book new,
with all fines or penalties due, together with a fee of $0.50 for special
service.
Any person who shall violate any provision of this chapter shall forfeit and pay a penalty as provided in Chapter
1, Article
III, General Penalty, for each offense.
