A.
A maximum speed limit of 25 miles per hour is established on all City streets, street extensions, avenues, circles, drives, lanes, roads, terraces and views with the exception of the following, and it shall be unlawful for any person to drive a vehicle on any part of a municipally owned lane of traffic where a maximum speed limit applies at a higher speed than the maximum prescribed for that part of the street:

B.
A maximum speed limit of 15 miles per hour is established for all City alleys.
C.
Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $50 and costs. Any person exceeding the maximum speed limit by more than five miles per hour shall pay an additional fine of $5 per mile for each mile in excess of five miles per hour over the maximum speed limit.
