§ 380-10 Speed limits.

A. A maximum speed limit of 25 miles per hour is established on all City streets, street extensions, avenues, circles, drives, lanes, roads, terraces and views with the exception of the following, and it shall be unlawful for any person to drive a vehicle on any part of a municipally owned lane of traffic where a maximum speed limit applies at a higher speed than the maximum prescribed for that part of the street:

B. A maximum speed limit of 15 miles per hour is established for all City alleys.

C. Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $50 and costs. Any person exceeding the maximum speed limit by more than five miles per hour shall pay an additional fine of $5 per mile for each mile in excess of five miles per hour over the maximum speed limit.

§ 380-11 Speed limits in parks.

A. A speed limit of 15 miles per hour is established on all streets and roadways in the public parks maintained and operated by the City, except in the following locations, where the lower maximums, as specified, shall apply:

B. Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $35 and costs. Any person exceeding the maximum speed limit by more than five miles per hour shall pay an additional fine of $2 per mile for each mile in excess of five miles per hour over the maximum speed limit.

§ 380-12 Traffic control signals.

A. At the following locations, traffic signals as indicated below shall be erected (or are ratified if previously erected), and traffic at those locations shall be directed by those signals:

§ 380-13 Prohibited right turns on red signal.

A. The following are established as intersections where drivers of vehicles headed in the direction or directions indicated are prohibited from making a right turn (or a left turn from a one-way street into another one-way street) on a steady red signal:

§ 380-14 One-way streets.

A. The following are established as one-way roadways, and it shall be unlawful for any person to drive a vehicle on any one-way street other than in the direction established for traffic on that street:

§ 380-15 Prohibited turns at intersections.

A. It shall be unlawful for the driver of any vehicle of the type indicated traveling upon the first-named street at any of the following intersections, in the direction or directions indicated in each case, to make a left turn and/or a right turn into the second-named street, as indicated, at any time when such a turn is prohibited by this section:

§ 380-16 No-passing zones.

A. The following are established as no-passing zones, and it shall be unlawful for the driver of any vehicle to overtake or pass another vehicle or to drive on the left side of the roadway in any no-passing zone:

§ 380-17 Through highways.

A. The following highways are established as through highways, thus authorizing stop or yield signs to be erected facing traffic approaching every intersection with the through highway, except for those intersections with traffic signals, or with exceptions or modifications as indicated below. Every driver of a vehicle approaching a stop or yield sign authorized by this section shall stop the vehicle or yield right-of-way as required by §§ 3323(b) or 3323(c) of the Vehicle Code, 75 Pa.C.S.A., as the case may be, and shall not proceed into or across the through highway until he has followed all applicable requirements of that section of the law:

B. Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $25 and costs.

§ 380-18 Stop intersections.

A. The following intersections (in addition to intersections with the through highways established by § 380-21) are established as stop intersections, and official stop signs shall be erected (or are ratified if previously erected) in such a position as to face traffic approaching the second-named street (the intersecting or through street) on the first-named street (the stop street) in the direction or directions indicated for that intersection. Every driver of a vehicle approaching the intersection on the first-named or stop street, in the direction indicated in each case, shall stop the vehicle as required by § 3323(b) of the Vehicle Code, 75 Pa.C.S.A. § 3323(b), and shall not proceed into or across the second-named or intersecting or through street until he has followed all applicable requirements of that section of the law.

B. Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $25 and costs.

§ 380-19 Yield intersections.

A. The following intersections (in addition to intersections with the through highways established by § 380-21) are established as yield intersections, and official yield signs shall be erected (or are ratified if previously erected) in such a position as to face traffic approaching the second-named street (the through street) on the first-named street (the yield street) in the direction or directions indicated for that intersection. Every driver of a vehicle approaching the intersection on the first-named or yield street, in the direction indicated in each case, shall slow down or stop the vehicle as required by § 3323(c) of the Vehicle Code, 75 Pa.C.S.A. § 3323(c), and then yield the right-of-way as required by that subsection of the Vehicle Code.

B. Any person who violates any provision of this section shall, upon conviction, be sentenced to pay a fine of $25 and costs.

§ 380-20 Operation of motor vehicles restricted on public lands.

A. No motor vehicle, including a motorcycle, pedalcycle or minibike shall be operated on any property owned by the City or any other public agency or instrumentality within the City without the permission of the property owner and a permit from the Chief of Police of the City of Lock Haven.

B. Any person who violates an provision of this section shall, upon conviction, be sentenced to pay a fine of $25 and costs.

§ 380-21 Play highways.

A. The following areas upon the streets in the City are established as play highways:

B. The Chief of Police is authorized to designate as play highways, whenever he deems that action advisable and for whatever period of time directed by him, any part of any street in the City where sledding and coasting shall be permitted. That play highway shall be set apart for the purpose under the direction of the Chief of Police.

C. No person shall drive any motor vehicle upon any play highway at any time when that street shall be designated as a play highway, except in case of emergency, with special permission of the Chief of Police or of the police officer in charge, who shall first clear that play highway of all persons using it for the purpose for which it was set aside. Any person who violates any provision of this subsection shall, upon conviction, be sentenced to pay a fine of $25 and costs.

D. No person or persons shall coast or ride upon any sled, skateboard, roller skates, bicycles or similar device upon the sidewalks on Lock Haven University property or on any of the following business and residential areas:

(1) Business areas.

(a) East and West Main Street, from Jay Street to Bellefonte Avenue.

(b) East and West Water Street, from Jay Street to First Street.

(c) East and West Church Street, from Jay Street to First Street.

(d) Bellefonte Avenue, from West Church Street to City line.

(e) All streets and alleys within the above streets, as listed.

(2) Residential areas; housing for the elderly.

(a) Bellefonte Avenue, from South Jones Street to West Bald Eagle Street.

(b) Bellefonte Avenue, from North Jones Street to West Fourth Street and all intersecting alleyways.

(c) Bellefonte Avenue, from North Fairview Street to West Fourth Street.

(d) Barton Street, from Center Street to West Fourth Street.

(e) Center Street, from Barton Street to Hampton Street.

(f) East park Street, from Myrtle Street to Jessamine Street.

(g) Jessamine Street to Walnut Street.

(h) Lock Haven University. All sidewalks adjoining to Lock Haven University property and all sidewalks within Lock Haven University.

§ 380-22 Snowmobile roads designated.

A. The following roads and streets within the City are designated as special snowmobile roads:

B. It shall be unlawful for any person to operate a snowmobile on any highway, street or road in the City other than as provided above. Provided, nothing in this section shall prohibit any person from operating a snowmobile on any other street in the City:

(1) As authorized by § 7721 of the Vehicle Code, 75 Pa.C.S.A. § 7721, for emergency and bridge crossings and for direct crossing of streets or two-lane highways.

(2) For special snowmobile events where authorized in advance and the street is blocked off as provided in § 7723 of the Vehicle Code, 75 Pa.C.S.A. § 7723. Any person who violates any provision of this section shall be subject to the penalties prescribed in § 7752(a) of the Vehicle Code, 75 Pa.C.S.A. § 7752(a).

§ 380-23 Do-not-enter zone established.

The following area is hereby established as a do-not-enter zone, except school buses, during the hours of 7:30 a.m. to 8:30 a.m. and 2:00 p.m. to 3:00 p.m., or hours established by the Chief of Police, and official signs shall be erected (or hereby ratified if heretobefore erected) in such manner as to face traffic approaching the second-named street from the first-named street, in the direction or directions indicated:
