A. 
Each parking meter in the lots established under this section shall be in operation and the provisions of this article regulating such operation and establishing parking limits shall be enforced between the hours of 9:00 a.m. to 5:00 p.m., Monday through Saturday; provided, the requirements of this section as to parking time limits and as to deposit of coins in parking meters shall not apply on legal holidays or Sundays. Parking meter fees shall be at the rate(s) set from time to time by Council by resolution.

Provided, the parking meters in the metered lots shall be in operation, the parking lots shall be open for parking and the provisions of this article regulating the operation of parking meters and establishing parking time limits shall be in force on the days and between the hours prescribed for the individual lots. But, on Sundays and legal holidays, no parking time limit shall apply and the placing of coins in meters shall not be required.
C. 
Free parking.
(1) 
Lock Haven City Council will grant free parking in the off-street municipal parking lots starting the day after Thanksgiving until the day after Christmas.
(2) 
Exception. The municipal parking lots located on Water Street (Lots 5 and 6) near the levee system shall be exempt.[1]

Parking meters installed in the parking lots shall be placed immediately adjacent to the individual parking spaces that shall be marked off and maintained in the lots. Each parking meter shall indicate by a proper legend the parking rate and the maximum parking time established by § 380-54, and, when the parking space is occupied and the parking meter put into operation by the insertion of one or more coins, the parking meter shall indicate the duration of legal parking, and, upon the expiration of that period, shall indicate illegal parking or over-parking.
The City Council, at its discretion, may provide, at convenient and suitable locations in any one or more of the metered parking lots, reserved parking spaces for handicapped, and shall designate those spaces by appropriate signs. It shall be unlawful, and a violation of this article, for any person to park in any such reserved parking space any vehicle unless that vehicle bears or displays either a handicapped registration plate, a handicapped parking placard, a disabled veteran registration plate or a disabled veteran placard.
Lines and/or markings shall be painted or placed upon the surface of the metered parking lots, adjacent to each parking meter, for the purpose of delineating the parking space for which that meter shall be used. Every vehicle parked adjacent to any parking meter shall be parked wholly within the lines or markings so placed and applicable to that meter. It shall be unlawful and a violation of this article for any person:
A. 
To park a vehicle across any such line or marking.
B. 
To park a vehicle in such a position that the vehicle shall not be within the area so delineated by the lines or markings.
C. 
To park a vehicle elsewhere in any such lot other than in an individual parking space adjacent to a parking meter.
It shall be unlawful for any person to park a vehicle in any metered parking lot:
A. 
With any part of the vehicle touching the meter post or head or the raised base or barrier on which meters are erected.
Whenever a vehicle is to be parked in any metered parking lot, at any time when the lot is open for use and the meters are to be in operation, the driver of the vehicle, upon entering the parking space, shall immediately deposit, or cause to be deposited, in the proper parking meter, one or more proper coins of the United States of America as specified in the legend on the parking meter. Upon the deposit of the coin or coins, and placing the meter in operation, the parking space may be lawfully occupied by the vehicle for the time indicated on the meter. If any vehicle remains in any such parking space for such length of time that the meter indicates that the lawful parking time has expired, that vehicle shall be considered as being parked overtime, and the parking of a vehicle overtime shall be a violation of this article. Provided, every hour that a vehicle remains parked at a meter showing a violation shall constitute a separate violation of this article.
It shall be unlawful and a violation of this article for any person to permit a vehicle to remain in a parking space adjacent to a parking meter installed under this article when that meter displays a signal indicating that the vehicle has already been parked there beyond the period of time prescribed for that parking space, or the time for which a coin or coins was deposited in that meter for the parking of that vehicle.
It shall be unlawful and a violation of this article for any person to deface, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article. Provided, nothing in this section shall apply to the servicing or opening of parking meters by officers, employees or police officers of the City under the direction of the Chief of Police or City Council.
A. 
It shall be the duty of the police officers and parking enforcement personnel of the City, acting in accordance with the direction of the Chief of Police, to report:
(1) 
The number of each parking meter that indicates that a vehicle occupying the adjacent parking space is, or has been, parked in violation of any provision of this article.
(2) 
The date and hour of the violation.
(3) 
The license number of the vehicle.
(4) 
Any other facts, the knowledge of which is necessary for a thorough understanding of the circumstances attending the violation.
B. 
The police officer or other person making the report shall also place on or attach to the vehicle a notice to the owner or driver of the vehicle that the vehicle was parked in violation of this article, and instructing the owner or driver that if he will report to the office of the City Treasurer and pay, for the use of the City, the sum of $3 within five calendar days after the time of the notice, or will place the sum of $3 enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the City, or places a stamp on the return envelope and mails payment to the address indicated, within the time limit, that act will save the violator from prosecution and from payment of the fine prescribed in § 380-65A.

A. 
Any person who violates any provision of this article, with the exception of § 380-62, and who fails to pay the fine set forth in § 380-64, shall be cited within 30 days of the violation and, upon conviction, be sentenced to pay a fine of not more than $15 and costs. The City Manager or his designee shall have sole discretion to waive fines and determination will be made on individual merit.

B. 
Any person who violates any provision of § 380-62 shall, upon conviction, be sentenced to pay a fine of not more than $600 and costs and, in default of payment of fine and costs, to imprisonment for not more than 30 days.

The Council of the City of Lock Haven hereby authorizes the issuance of parking permits to those making application therefor under the terms, provisions and conditions hereinafter established.
A. 
Permits shall be issued by the Lock Haven City Police Department and may be obtained at City Hall, 20 East Church Street, on Monday through Friday, between the hours of 8:00 a.m. and 5:00 p.m.
B. 
Permits will be issued for the lots listed below.

(1) 
Permit fees shall be at the rate(s) set from time to time by Council by resolution and shall be valid for the entire calendar month for which it was issued:
(a) 
Lot No. 1 (Lower Church Street lot).
(b) 
Lot No. 2 (Upper Church Street lot).
(c) 
Lot No. 3 (Water Street lot).
(d) 
Lot No. 4 (City Hall parking lot).
(e) 
Lot No. 5 (beach parking lot).
(2) 
Permits may be purchased on a monthly, quarterly or yearly basis. Permits for the subsequent year can only be purchased during the month of December of the preceding year.
C. 
Holders of 24-hour permits for lots are entitled to park only in a designated 24-hour permit stall in the particular lot for which the permit is issued. Holders of eight-hour permits for lots are entitled to park at any metered stall in the particular lot for which the permit is issued if prominently displaying the valid permit for that lot. Holders of eight-hour permits may not park in designed 24-hour permit stalls, through the expiration date shown on the permit. It does not entitle the holder to a reserved parking stall or to any particular parking stall and does not guarantee availability of a parking stall at any given time within the particular lot for which it is issued. The permit does not allow parking within the area of any City street or on private property. The holders of permits for Lots 4 and 5 (City Hall lot and beach lot) are entitled only to park within the hours of 8:00 a.m. through 5:00 p.m. within any stall signed for permit parking in the particular lot for which the permit is issued, through the expiration date shown on the permit. An eight-hour permit entitles the holder to park at any metered stall in the particular lot for which the permit is issued without placing coins in that meter. A 24-hour permit does not entitle the holder to park at any metered stall without placing coins in that meter. The permit does not allow parking within the area of any City street or on private property.

D. 
All vehicles that are owned by the applicant may be covered by one permit if the applicant provides the appropriate license plate numbers to the City at the time the permit is issued. Vehicles that are not identified on the permit cannot use the permit. Should one permit be issued for two or more vehicles, it is the holder's responsibility to insure that the permit is placed in the vehicle that is parked in a City lot.
E. 
The permit must be prominently displayed on the vehicle dashboard so the license plate number(s) and the expiration date can be readily seen by the enforcement officer. Holders of permits that are not left in clear view on the dashboard will be ticketed.
F. 
It shall be unlawful and a violation of this section for any person to permit a vehicle to remain parked in any area designated as permit parking only, without displaying a proper, valid parking permit for that particular lot. The Lock Haven City Police Department reserves the right to ticket, tow and impound any vehicle found to be parked in an area designated for permit parking only that does not display the proper parking permit. Vehicles will be ticketed and towed to an impoundment facility designated by the Lock Haven City Police Department. All expenses related to the towing of vehicles and any storage charges are the responsibility of the owner. Illegally parked vehicles may be towed without notice to the operator, registrant or owner.
G. 
All fines, towing charges and storage charges must be paid in full before vehicle will be released to the operator, registrant or owner.
