Litter receptacles and their servicing are required at the following public places which exist in the municipality, including: sidewalks used by pedestrians in active retail commercially zoned areas, such that at a minimum there shall be no single linear quarter-mile without a receptacle; buildings held out for use by the public, including schools, government buildings and railroad and bus stations; parks; drive-in restaurants; all street vendor locations; self-service refreshment areas; construction sites; gasoline service station islands; shopping centers; parking lots; and at special events to which the public is invited, including sporting events, parades, carnivals, circuses and festivals. The proprietors of these places or the sponsors of these events shall be responsible for providing and servicing the receptacles such that adequate containerization is available.
B. 
"Litter receptacle" means a container suitable for the depositing of litter.
No person shall discard or dump any household or commercial solid waste in any place not specifically designated for the purpose of solid waste storage or disposal.

No person shall park or cause to be parked any type of motor vehicle in/on lawns, across sidewalks, laterally or perpendicularly across driveways or the front of garages or carports, or in or on unpaved vacant lots. No person shall park or cause to be parked any type of motor vehicle in or on rear yards, front yards or side yards except on paved surfaces located thereon and that are accessible from the street via an apron or curb cut designed to accommodate such motor vehicles for the purpose of enabling such parking. No person shall cause a motor vehicle to jump the curb (driving over a curb without an apron) to park in areas that are not accessible via an apron or curb cut appurtenant to the property and paved for the purpose of facilitating parking upon the property. A property subject to this article need not have markings specifically delineating any parking spaces, so long as there is paving that facilitates off-street parking upon the property. Also, parking any type of commercial vehicle, commercial equipment, trailer, camper, RV or boat on residential property is prohibited, except that a commercial vehicle may be parked on residential property in the course of providing a service to the owner or a resident of the residential property by request or direction of the owner or resident. Any commercial vehicle parked on the commercial property must be related to the commercial/business activity associated with the property.

It is prohibited for any individual or entity to keep, store, place or stage an inoperable, wrecked, unregistered, abandoned, damaged, partial, dismantled or in disrepair motor vehicle, boat, trailer or equipment on any streets, residential, commercial or industrial properties in the Township of Irvington.
No person shall allow the accumulation of debris on or around construction sites or its storage in such a manner that it is likely to be removed by natural forces onto adjacent property.
Every owner, lessee, tenant, occupant or person in charge of any building or structure shall keep or cause to be kept the sidewalk and curb abutting said building or structure free from obstruction and nuisances of every kind, and to keep said sidewalks, areaways, backyards, courts and alleys free from litter and other offensive material.

B. 
Any person, firm or corporation found guilty of a violation of any other terms of this article shall be subject to the penalty set forth in Chapter 1, Article III, Penalties, of the Township Code.
