For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
COMMISSION
The Citizens' Advisory Commission established by this article.
DISTRICT
Election District as designated by the County Board of Elections pursuant to the statutes of the state.
DISTRICT COMMISSIONER
An appointed member of the Commission.
WARD
That territorial section of the Town which has been established and designated for election purposes pursuant to N.J.S.A. 40:44-15.[1]

There is hereby created and established a Citizens' Advisory Commission, which shall have such functions, powers and duties as may be delegated to it by the Town Council and as may be otherwise provided by ordinance.
The Town Council intends to promote, through the Citizens' Advisory Commission, a truly representative liaison between the Town Council and the citizenry it represents, and to obtain the thoughts and advice of a truly representative group of citizens to promote the best interests of the Town.

A. 
The Commission shall be composed of residents appointed from each of the districts in each ward in the Town, who shall be known as "District Commissioners."
B. 
Each appointee shall serve without compensation for a term of two years and until his successor is duly appointed.
C. 
Members of the Town Council shall serve ex officio but shall have no vote.

A. 
Members of the Citizens' Advisory Commission shall be appointed by the Township Council in the following manner:
(1) 
Each of the three Council members at-large shall appoint six members to the Commission.
(2) 
Each of the four ward Council members shall appoint four members to the Commission.
(3) 
Appointments shall be coordinated by the Council as a whole, to provide representation from each district as provided in § 22-6.
B. 
The appointment of a member who shall miss more than three consecutive meetings without being excused by the Chairman of the Citizens' Advisory Commission shall become null and void and that member's office shall be declared vacant. In the event such a vacancy occurs, the Council member who makes such appointment shall make a new appointment to fill the vacancy.
A. 
At its organizational meeting, the Commission shall select from its membership a Chairman, one or more Vice Chairmen and a Secretary.
B. 
Subject to the approval of the Town Council, such expenses as are necessary to the functioning of the Commission shall be provided by the Town. The Secretary shall receive from the Town the sum of $50 per meeting as full compensation for secretarial services. The Secretary shall furnish copies of all minutes to the members of the Council.

The Commission shall be divided into four basic groups representing each of the four wards in the Town. Each basic ward group may meet as frequently as is desirable. The Commission as a whole shall meet monthly in quarters to be furnished by the Town.
The Commission shall meet quarterly with the Council in such quarters and at such hour as the Council shall designate. In matters of great importance, the Council may call for a meeting with the Commission; or, upon a majority vote of the Commission, the Commission Chairman shall call for a meeting with the Council at a mutually convenient date and time.
The Commission shall establish a legislative committee to propose legislation beneficial to all citizens of the Town, a research committee and a publicity committee, and may create such other committees as shall be deemed necessary for the efficient functioning of the Commission.
The Commission shall:
A. 
Foster among the citizenry a better understanding of Town problems and attempt to instill a sense of civic pride in the Town.
B. 
Bring to the attention of the proper Town officials those problems or conditions which affect the health, safety or well-being of the citizens of the Town.
C. 
Recommend to the Town Council legislation for community improvement.
D. 
Carry on an educational program that will advise residents of the Town of the various Town services, activities and facilities which are available to them.
E. 
Keep the general public informed of all noteworthy action of the Town's officers and elected officials.
F. 
Make such studies and surveys and issue such reports as in its judgment will aid in effectuating its general purposes and in keeping the public informed.
