A. 
A Senior Citizen Commission is hereby established in the Township of Irvington.
B. 
The objective of the Commission shall be to assist in establishing and implementing a comprehensive system of coordinated health and social services for senior citizens and residents of the community, and to advise and assist the Department of Health in the preparation of an annual plan for the enhancement of services available to senior citizens and residents of the community, or private foundations, in obtaining grants of monies to provide for the programs and activities of said Commission, said applications for grants to be made with the advice and consent of the Municipal Council.

A. 
The Commission shall consist of the following: seven members, five to be appointed by the Mayor and two to be appointed by the Municipal Council.
B. 
The Commission shall consist of representatives from various segments of the community, preferably from the business and public sector, but not limited thereto. They should be affiliated with senior citizen organizations and groups that concern themselves with the health, recreation, social and other needs, i.e., legal, housing and financial needs of senior citizens.
The seven members shall each serve for a four-year term. Thereafter, each member shall be appointed for a four-year term and shall serve until his/her successor is duly appointed. Vacancies caused by resignation or otherwise shall be filled for the unexpired part of the term thereof by the Mayor with the advice and consent of the Municipal Council.
A. 
The members shall designate a member to preside over the Commission as a Chairperson.
B. 
The Commission shall elect a member to serve as Vice Chairperson who shall serve at the pleasure of the Commission within the limitations of his/her term.
C. 
They shall elect a Secretary to the Commission.
D. 
All officers shall serve for a one-year period but may be reelected to such position upon a majority vote of the Commission members.
A regular meeting of the Commission shall be held at least once every month at a time to be fixed by the members of the Commission. Special meetings shall be called by the Chairperson or, in his/her absence, the Vice Chairperson.
The duties of the Commission shall be limited to:

Recommending policy and guidelines for the operation of the Township of Irvington programs for seniors. The Senior Citizen Commission's recommendations shall be limited to planning and programmatic review and shall in no way affect the decisions concerning the Township of Irvington Health Department's operational budget or personnel.

B. 
Assist the Department of Health in the planning and implementation of Township-wide comprehensive service programs for the senior citizens and residents of the Township of Irvington.

C. 
Establish policies and procedures for its own governance.
D. 
Identify the unmet needs and services gaps which affect the elderly.
E. 
Make recommendations for legislative programs and actions on behalf of the elderly.

The Mayor shall, through the Director of the Department of Health, subject to available appropriation, make and cause to be made services and provisions that are necessary for the adequate function of the Commission.
