There is hereby created and established in the Town a Municipal
Court, to be known as the "Municipal Court of the Town of Irvington."
The Municipal Court established by §
26-1 shall have a seal which shall bear the impress of the name of the Court.

The Municipal Judges of the Municipal Court shall be appointed
according to law and shall serve for terms of three years from the
date of their appointment and until their successors are appointed
and qualified. They shall possess the qualifications provided by law
and receive an annual salary in such amount according to law, which
shall be in lieu of all fees, costs and any other allowances whatsoever.

The Municipal Court and the Municipal Judges thereof shall have,
possess and exercise all the functions, powers, duties and jurisdictions
conferred by the provisions of N.J.S.A. 2B:12-1 et seq., as amended
and supplemented, or by any other law.

The Municipal Court shall be held at such times as in the reasonable
opinion of the Judges thereof the business of the Court may require,
subject to rules of court applicable to municipal courts.

A. Office created. There is hereby created the office of Municipal Court
Director. The Municipal Court Director shall be appointed by the Mayor
and serve a term coterminous with the Mayor.
B. Duties. Subject to the provisions of the laws of the State of New
Jersey and the rules and regulations of the New Jersey Administrative
Office of the Courts, the duties of the Municipal Court Director are
as follows under the direction of the Presiding Judge:
(1) To supervise and have charge of office procedures and administrative
functions of the court.
(2) To supervise the work performed by the nonjudicial staff.
(3) To plan and oversee the in-service training of staff members.
(4) To supervise the collection of fines and disbursement of funds.
(5) To direct the preparation of or prepare a variety of statistical,
financial and progress reports related to the work of the court.
(6) To give suitable assignments and instructions to subordinate employees.
(7) To prepare the budget for court operations.
(8) To direct the establishment and maintenance of records and files.
(9) To study and develop effective and improved methods of court functioning,
especially the mechanization and computerization of court operations.
(10) To procure supplies and services for the court.
(11) To perform other related duties as required.
C. Qualifications. The qualifications for the position of Municipal
Court Director are as follows:
(1) Graduation from a four-year course at an accredited college or university or additional work experience as described in Subsection
B on a year-for-year basis.
(2) Two years of responsible supervisory and/or administrative experience
in varied phases of business, industrial, governmental or military
service which shall have involved the organization, direction, planning,
coordination or control of significant programs or activities.
(3) Thorough knowledge of court procedures and modern office methods
and practices; knowledge of the problems involved in the formulation
of effective policies and procedures; knowledge of the problems involved
in preparing and supervising the preparation of statistical and other
reports containing findings, conclusions and recommendations; and
knowledge of supervising the establishment and maintenance of records
and files.
(4) Ability to analyze and interpret the laws, ordinances, rules, regulations
and procedures relating to the operation of a municipal court; to
give suitable assignments and instructions to others and supervise
their work; to prepare and supervise the preparation of correspondence;
to dispense information relating to court matters; to prepare correspondence
and other documents relevant to the work of a court; to maintain financial
records; to obtain, store, record, distribute and supervise the use
of needed equipment, materials and supplies; to prepare clear, sound,
accurate and informative reports to establish and maintain pertinent
records and files.
