As used in this article, the following terms shall have the meanings indicated:
COIN-OPERATED WASHING OR DRYING MACHINE
Any device or piece of mechanical or electrical equipment which, upon the insertion of a designated piece of metallic or other currency of the United States of America into a slot or place located on such machine, device or equipment, activates certain mechanisms as a result of which there is effected the washing or drying of clothing, wearing apparel and other washable items.
No owner, lessee or landlord of a dwelling or apartment house located in the Town containing more than one family residing therein shall place or permit to be placed or continue to permit to be placed upon such premises for use by the tenants or occupants residing therein any coin-operated washing or drying machine, as defined by this article, until such owner, lessee or landlord shall have obtained a license permitting the use and operation of such machine from the Division of Licensing of the Town.
Application forms for licenses required by this article shall be furnished by the Division of Licensing upon request. Each applicant for a license provided for by this article shall answer and otherwise fill out such application form.
Prior to the granting of any license provided for by this article, there shall be certified by the Health Officer and the Plumbing Inspector of the Town the fact that such machine is approved by each of them as complying with the health regulations and ordinances as well as the Plumbing and Sanitation Code of the Town.[1]

A license fee for each coin-operated washing or drying machine, as defined by § 229-55, is $22. Such license fee is for the purpose of both regulation and revenue and shall be payable with the filing of the application. If the application is rejected, the fee shall be returned to the applicant. The license shall be for a period of one year or any part thereof from the first day of April of the year in which the license is granted.
If any licensee under this article shall intend to renew his license for a year beyond that for which it was granted, such licensee shall advise the Division of Licensing, in writing, not later than March 1 of the year in which the license expires. If the license is not renewed, the licensee possessing such expired license shall take all necessary proceedings to discontinue the use of such machine.
A license provided for under this article, once granted, may thereafter be revoked after a hearing on two days' written notice to the licensee, sent to the licensee at the address stated in the application, which hearing shall be before the Director having jurisdiction over the Division of Licensing, but such revocation shall be based upon grounds that a continuance of the license would be inimical to the health, welfare, morals or safety of the residents of the Town or upon violations of the terms of this article.
Nothing contained in this article shall be construed to apply to the licensing of launderettes under the provisions of Chapter 369, Laundromats, or other ordinances of the Town.
