No building permit shall be issued for any of the uses listed below unless a site plan shall have first been approved by the Planning Board or Zoning Board of Adjustment; provided, however, that this requirement shall not apply when the proposed development involves only a change in the use of any building or other structure or use of land for which approval is required and no new construction or structural alteration or enlargement of any existing building or other structure is contemplated:
A. 
Any use other than a one- or two-family dwelling.
B. 
Conditional uses.
C. 
Use variances.
D. 
Parking areas for four or more vehicles.
In connection with the following classes of site plans, the Planning Board or Zoning Board of Adjustment shall hold a public hearing in accordance with the provisions of Chapter 365, Land Use Procedures, of the Code of the Township of Irvington, New Jersey:
A. 
Any site plan requiring a variance.
B. 
Any site plan which includes an application for a conditional use.
C. 
Any site plan which includes an application for a subdivision.
D. 
Any development which the Planning Board or Zoning Board of Adjustment determines will have a significant impact upon the surrounding properties, the neighborhood or the Town as a whole.
A. 
The developer shall submit to the Building Inspector a site plan and such other information as is reasonably necessary for an informed decision by the Building Inspector as to whether the requirements necessary for preliminary site plan approval have been met. Such site plan and accompanying documents may be in tentative form for preliminary approval by said Building Inspector. If architectural plans are required, preliminary plans and elevations to the nearest 0.01 of a foot shall be sufficient. If an application for development is found to be incomplete, the developer shall be notified within 45 days of the date of submission of said application, or it shall be deemed to be properly submitted.
B. 
Completed applications for site plan approval shall be submitted to the Planning Board in accordance with the provisions of Chapter 365, Land Use, of the Code of the Town of Irvington, New Jersey.
The Planning Board shall grant final approval if the detailed drawings, specifications and estimates conform to the standards established by this chapter, and provided further that the conditions of preliminary approval have been met.
