A.
There is established a Human Relations Commission, which shall be an agency of the Borough. The Human Relations Commission shall consist of 11 members, all of whom shall serve without compensation. Nine members shall be residents of the Borough appointed by the Mayor for a full term of three years, commencing on January 1. Two members shall be liaisons appointed by the Mayor for a term of one year pursuant to Subsection H of this section. A quorum for the purposes of conducting business of the Human Relations Commission shall consist of a simple majority of the appointed members.
B.
Terms.
(1)
The regular term of office for the Human Relations Commission shall be for three years. Each member shall hold office until a successor is appointed pursuant to § 9-1A. The initial term shall commence January 1 and expire December 31. The second term for appointments as of January 1 shall be staggered as follows:
(a)
Class A: one-year appointment, three years thereafter.
(b)
Class A: one-year appointment, three years thereafter.
(c)
Class A: one-year appointment, three years thereafter.
(d)
Class B: two-year appointment, three years thereafter.
(e)
Class B: two-year appointment, three years thereafter.
(f)
Class B: two-year appointment, three years thereafter.
(g)
Class C: three-year appointment, three years thereafter.
(h)
Class C: three-year appointment, three years thereafter.
(i)
Class C: three-year appointment, three years thereafter.
(j)
Class C: three-year appointment, three years thereafter.
(k)
Class C: three-year appointment, three years thereafter.
(2)
The Mayor shall annually appoint, with the advice and consent of the Borough Council, a Chairperson whose term shall commence January 1 and expire December 31.
C.
In the event that a Board vacancy occurs, the Mayor shall appoint a replacement member who shall complete the remaining term.
D.
There shall also be two alternate members of the Human Relations Commission appointed by the Mayor of the Borough, whose term shall commence January 1 and expire December 31. The alternate members shall be designated at the time of the appointment by the Mayor as "Alternate No. 1" and "Alternate No. 2." The terms of the alternate members shall be for three years from the date of appointment, except that the terms of the alternate members shall be such that the term of not more than one alternate member shall expire in any one year; provided, however, that in no instance shall be terms of the alternate members first appointed exceed two years.
E.
The alternate members may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.
F.
In addition to the regular members, there may be two student members who shall be appointed in the same manner for terms of one year, whose term shall commence January 1 and expire December 31. Student members shall have completed their sophomore year in high school at the time of their appointment and may not be appointed or reappointed after graduation from high school.
G.
In addition to the regular members, there shall be a Board of Education Liaison, appointed by the Mayor of the Borough of Highland Park, whose term shall commence January 1 and expire December 31. The Liaison shall be appointed for a one-year term. The Liaison may participate in discussions of the proceedings, but may not vote.
H.
There shall be a Police Department Liaison and a Library Liaison, appointed by the Mayor of the Borough of Highland Park, whose term shall commence January 1 and expire December 31. The Liaisons shall each be appointed for a one-year term. The Liaisons may participate in discussions of the proceedings and shall be considered regular members who may vote.
