A.
Residential.
1.
The monthly service charge for water service for residences situated within the corporate limits of the City of Cassville, Missouri, shall be fourteen dollars, forty-two cents ($14.42) for each meter.

In addition to the monthly service charge set forth for all residences within the corporate limits of the City of Cassville, Missouri, there shall be a consumption charge of four dollars fifty-eight cents ($4.58) per one thousand (1,000) gallons of water or fraction thereof.
B.
Commercial.

The monthly service charge for water service for commercial situated within the corporate limits of the City of Cassville, Missouri, shall be:

In addition to the monthly service charge set forth for all commercial accounts within the corporate limits of the City of Cassville, Missouri, there shall be a consumption charge of four dollars fifty-eight cents ($4.58) per one thousand (1,000) gallons of water or fraction thereof.
C.
If the City determines that it is not technically or economically feasible to install individual meters on any premises, residences, commercial businesses or industries, and if it fails to install individual meters as required by Subsection (A), the owner of the premises served, where there are multiple residences, commercial businesses or industries not individually metered, shall pay water and sewerage charges as follows: the number of users times the minimum monthly water and sewerage charge per month and, in addition, the consumption charge.
