This Borough shall join with Warwick Township and Elizabeth Township in accordance with the Pennsylvania Intergovernmental Cooperation Act by entering into the 2021 intermunicipal agreement which is adopted by reference with the same effect as if it had been set out verbatim in this section and a copy of which shall be filed with the minutes of the meeting at which this article was enacted. This Borough is authorized to enter into the 2021 intermunicipal agreement for the purposes contained therein. This action is to be taken by the officials or employees of the Borough designated for this purpose, pursuant to general or specific instructions issued by Borough Council.
As required by the Intergovernmental Cooperation Act, the following matters are specifically found and determined:
A. 
The conditions of the agreement are set forth in the intermunicipal agreement referred to in § 10-23.
B. 
This Borough' s participation in the Warwick Area Regional Emergency Services Program shall be for a period of three years, which may be extended thereafter from year to year, or as otherwise set forth in the 2021 Intermunicipal Agreement referred to in § 10-23.
C. 
The purpose and objectives of the intermunicipal agreement are to enter into an intergovernmental contract to form a regional emergency services program for the purpose of sharing the costs to provide a professional emergency response director to the municipalities, which will provide more efficient emergency services.
D. 
Each municipality shall share in the expenses of the program on a pro rata basis determined by the population of the municipalities. The contribution of the municipalities shall be lessened if grants for the program are received from the Department.
E. 
A Warwick Emergency Services Commission composed of one member from the governing body of each municipality, one member from each participating fire company, one member from Warwick Community Ambulance Association, and one member who is a citizen at large shall be established to administer the Warwick Area Regional Emergency Services Program.
F. 
All property, real or personal, shall be acquired, managed or disposed of by each municipality. If a grant for the purchase of equipment later becomes available, the Warwick Emergency Services Commission shall coordinate the application for such grant and shall determine who shall hold title to such equipment.
G. 
The Warwick Emergency Services Commission shall have the power to enter into contracts for policies of insurance and other employee benefits.
