Once the final budget is adopted, the Mayor may make transfers as follows:
A. 
Within a department, transfers from one line to another may not exceed in the aggregate 5% of the total department budget.
B. 
From one department to another, transfers may not exceed in the aggregate 10% of the total department budget.
Section 2.05C of the Charter provides that Council shall approve contracts outside of normal day-to-day administrative, operational contracts. For the purposes of this section, all contracts over $25,000 must be approved by Council. Otherwise, the contracts will be approved by the executive branch under the direction of the Mayor.
Pursuant to Article XI, § 11.02, of the Charter, the budget format utilized for the 2015 Budget, which is attached hereto as Exhibit B,[1] is hereby approved as the budget format for the City of Nanticoke. Modifications to the format can be made by the administration from time to time to reflect budgeting changes which may arise.
