A. 
The Borough shall contract with the Hunterdon County Division of Public Health Services to provide certain public health activities and services, and the terms and conditions of such services and their provision by said Hunterdon County Division of Public Health Services shall be in accordance with a certain contract for such services effective January 1, 1985, and executed contemporaneously herewith, and, whereas no statute permits said county to establish or collect fees for such services, the following fee schedule is hereby established:
(1) 
For services to be provided under the Realty Improvement Sewerage and Facilities Act (1954), N.J.S.A. 58:11-23 et seq., the municipality will pay to the county the sum of:
(a) 
For each application for an approved potable water supply reviewed by the Hunterdon County Division of Public Health Services pursuant to the statute: $100, or an amount as established by the Hunterdon County Division of Public Health Services.
(b) 
For each application for an approved sewerage system reviewed by the Hunterdon County Division of Public Health Services pursuant to the statute, N.J.S.A. 58:11-23 et seq.: $250, or an amount as established by the Hunterdon County Division of Public Health Services.
(2) 
For each inspection of a retail food establishment conducted within the municipality pursuant to N.J.A.C. 8:24-1.1 et seq., the municipality will pay to the county the sum of $225 or an amount as established by the Hunterdon County Division of Public Health Services.
B. 
The county will bill the municipality not more frequently than quarterly, and the municipality will make payment to the county for the services rendered in accordance with this schedule.
C. 
The foregoing fees shall be in turn charged to such applicants requiring such inspections and/or services by the Borough, and such fees are hereby established for that purpose. (§ 3-46)
A. 
Inspection of public records. Public records of the Borough shall be open for inspection by the public as provided by N.J.S.A. 47:1A-1. Such inspection shall be made only at reasonable times during business hours and without interference with the conduct of the affairs of the office or other place where such records are kept or maintained.
B.

C. 
A copy or copies of a government record may be purchased by any person upon payment of the fee prescribed by law or regulation. Except as otherwise provided by law or regulation, the fee assessed for the duplication of a government record embodied in the form of printed matter shall be as prescribed in N.J.S.A. 47:1A-5. If the Milford Borough Clerk or other legally designated records custodian of the Borough can demonstrate that his or her actual costs for duplication of a government record exceed the foregoing rates, the Milford Borough Clerk or other legally designated records custodian of the Borough shall be permitted to charge the actual cost of duplicating the record. (§ 3-48)
A. 
The purpose of this section is to establish a price list to be charged for labor and equipment usage for and in connection with repair work that, although it is the responsibility of private property owners within the Borough, is performed by municipal employees.
B. 
The Borough of Milford shall charge hourly rates for both Borough-supplied equipment and labor as follows:

Equipment prices do not include an operator. All equipment must be operated by a Milford employee.
(4) 
All labor and equipment shall be charged on a four-hour minimum. All times shall be rounded upward to the next whole hour.
(5) 
Any equipment required to complete any project, including but not limited to any restoration, repair and/or improvement, which is not owned by the Borough or in the Borough's inventory shall be rented at prevailing market rates by the Borough, with the property owner to pay all actual rental charges, fuel charges, if any, and any applicable taxes.
C. 
Documents. Detailed documentation will be provided for any and all work performed. (§ 3-49)
A. 
In addition to the registrations required by the Uniform Fire Code, the following non-life-hazard uses shall register with the Department of Fire Prevention. These uses shall be inspected once per year and pay an annual fee. The fee schedule is as follows: (§ 14-8B)

The cost for the issuance of a certificate of Fire Code status shall be $35. (§ 14-9C)

Waterline leaks. The Department shall not return water service to the property until such time as a fee of $50 has been paid for the reconnection of water services during normal business hours (7:00 a.m. to 3:30 p.m.), Monday through Friday, excluding holidays, and $150 for the resumption of water services during nonbusiness hours. (§ 42-11D)
C. 
Water usage rates. Where the Milford Borough Water Department has installed meters for determining the level of water usage by the customers of the Milford Borough Water Department, the following water usage rates shall apply: (§ 42-12A)

(1) 
For calendar year 2021: Each unit shall be charged a flat rental fee of $50.40 per quarter. Additionally, each unit shall be charged for actual water usage as follows:
(a) 
First 3,000 gallons per quarter: $50.40 per quarter.
(b) 
Three thousand one to 20,000 gallons per quarter: $4.50 per each 1,000 gallons per quarter.
(c) 
Twenty thousand one to 30,000 gallons per quarter: $5 per each 1,000 gallons per quarter.
(d) 
Thirty thousand one and over per quarter: $5.30 per each 1,000 gallons per quarter.
(2) 
For calendar year 2022: Each unit shall be charged a flat rental fee of $53 per quarter. Additionally, each unit shall be charged for actual water usage as follows:
(a) 
First 3,000 gallons per quarter: $53 per quarter.
(b) 
Three thousand one to 20,000 gallons per quarter: $4.75 per each 1,000 gallons per quarter.
(c) 
Twenty thousand one to 30,000 gallons per quarter: $5.25 per each 1,000 gallons per quarter.
(d) 
Thirty thousand one and over per quarter: $5.60 per each 1,000 gallons per quarter.
(3) 
For calendar year 2023: Each unit shall be charged a flat rental fee of $55.65 per quarter. Additionally, each unit shall be charged for actual water usage as follows:
(a) 
First 3,000 gallons per quarter: $55.65 per quarter.
(b) 
Three thousand one to 20,000 gallons per quarter: $5 per each 1,000 gallons per quarter.
(c) 
Twenty thousand one to 30,000 gallons per quarter: $5.50 per each 1,000 gallons per quarter.
(d) 
Thirty thousand one and over per quarter: $5.90 per each 1,000 gallons per quarter.
(4) 
For calendar year 2024: Each unit shall be charged a flat rental fee of $58.40 per quarter. Additionally, each unit shall be charged for actual water usage as follows:
(a) 
First 3,000 gallons per quarter: $58.40 per quarter.
(b) 
Three thousand one to 20,000 gallons per quarter: $5.25 per each 1,000 gallons per quarter.
(c) 
Twenty thousand one to 30,000 gallons per quarter: $5.80 per each 1,000 gallons per quarter.
(d) 
Thirty thousand one and over per quarter: $6.20 per each 1,000 gallons per quarter.
(5) 
For calendar year 2025: Each unit shall be charged a flat rental fee of $61.30 per quarter. Additionally, each unit shall be charged for actual water usage as follows:
(a) 
First 3,000 gallons per quarter: $61.30 per quarter.
(b) 
Three thousand one to 20,000 gallons per quarter: $5.50 per each 1,000 gallons per quarter.
(c) 
Twenty thousand one to 30,000 gallons per quarter: $6.10 per each 1,000 gallons per quarter.
(d) 
Thirty thousand one and over per quarter: $6.50 per each 1,000 gallons per quarter.

In the event that the valve or curb stop has been shut off for nonpayment of charges, the same shall not be opened and service restored until all delinquent charges, together with interest, shall have been paid, together with a reconnection charge of $50 for the reconnection of water services during normal business hours (7:00 a.m. to 3:30 p.m.), Monday through Friday, excluding holidays, and $150 for the resumption of water services during nonbusiness hours. (§ 42-16)
F. 
Any property owner who has previously terminated Borough water service for any reason, other than the Borough's disconnection of water service for a customer's failure to timely pay water charges pursuant to §§ 42-15 and 42-16, and who seeks to have said water service reconnected shall pay a reconnection fee to the Borough of $50 for the reconnection of water services during normal business hours (7:00 a.m. to 3:30 p.m.), Monday through Friday, excluding holidays, and $150 for the resumption of water services during nonbusiness hours, plus labor costs for Milford Borough employees, and equipment costs, if required, which shall each be charged in accordance with § 3-49 of the Milford Borough Code. Chapter 53, Article II, Dogs.
(1) 
Dog license fees. (§ 53-11)
(a) 
The person applying for a license shall pay to the municipality a fee of $6.30 for each dog and shall also pay $0.50 for the registration tag. There shall also be an additional $3 charged for any nonspayed and nonneutered dog; proof of the same shall be submitted. There shall also be a charge of $1 for the New Jersey state registration fee. There shall be a charge of $0.20 for the New Jersey Pilot Clinic Fund.
(b) 
Any license not obtained by March 1 of each year shall be subject to an added late charge of $5.
(c) 
The same fee shall be charged for the annual renewal of each license and registration tag.
(2) 
License fees for kennels, shelters and pounds. The annual fees for kennel and pet shop licenses shall be as follows: (§ 53-18)

(3) 
The registration tag fee of $0.50 for each dog shall be forwarded, within 30 days after collection by the Clerk, to the State Department of Health. (§ 53-21B)
B. 
Chapter 53, Article III, Dangerous Dogs. In addition to the fees set forth in § 53-10, the owner of a potentially dangerous dog shall pay a fee of $700 annually for a potentially dangerous dog license and each renewal thereof. (§ 53-43)
The fees attendant to construction, including renovations, alterations, repairs, demolition, electrical, plumbing and signs, shall be set forth pursuant to the prevailing fees as set forth by the New Jersey Department of Community Affairs. (§ 74-3)
A. 
Chapter 99, Article I, Retail Food Establishment Licensing.
(1) 
License fees. (§ 99-15A)
(a) 
Category One: newsstands, pharmacies, liquor stores, video stores, and other establishments handling commercially prepared, prepackaged, nonpotentially hazardous foods as an incidental part of their business. The inspection fee shall be as set by the Hunterdon County Division of Public Health Services or by the State of New Jersey.
(b) 
Category Two: bed-and-breakfasts which serve full breakfasts; agricultural markets (where there is no food preparation) where potentially hazardous foods are offered for sale or where grocery food items account for 50% or more of the sales area. The inspection fee shall be as set by the Hunterdon County Division of Public Health Services or by the State of New Jersey. (Bed-and-breakfasts which only serve continental breakfasts and agricultural markets which only sell raw agricultural produce and an incidental amount of grocery items are exempt from licensing and inspection fees.)
(c) 
Category Three. For all other retail food establishments operating more than 30 days, the inspection fee shall be as set by the Hunterdon County Division of Public Health Services or by the State of New Jersey.

For each temporary retail food establishment, as defined under N.J.A.C. 8:24-1.5, including a mobile temporary food establishment operation for a period of not more than three days, the inspection fee shall be as set by the Hunterdon County Division of Public Health Services or by the State of New Jersey.
[2] 
For the issuance of a license for a temporary food establishment, including a mobile temporary retail food stand, operational for four or more days, the inspection fee shall be as set by the Hunterdon County Division of Public Health Services or by the State of New Jersey.
(2) 
Hearings. The fee for any hearing required under this article shall be paid by the applicant and shall be as set by the Hunterdon County Division of Public Health Services or by the State of New Jersey. (§ 99-15D)

Chapter 156, Article I, Sanitary Sewerage System. (§ 156-2)
(1) 
Connection fee: $5,000.
(2) 
Quarterly sewer charge for calendar year 2011 and thereafter, until revised by ordinance (effective January 1, 2011): $123.50 per sewerage unit.

Erosion control plan for a site plan: $100, plus an amount equivalent to 5% of the estimated cost of the erosion control measures or $300, whichever is greater, except that in the case of a site of less than one acre, the minimum amount shall be $200. (§ 162-11B)
C. 
Erosion control plan for a minor subdivision: $25 per lot. (§ 162-11C)

Erosion control plan for all other purposes: $100, plus an amount equivalent to 5% of the estimated cost of the erosion control measures or $300, whichever is greater. (§ 162-11D)
A. 
A permit fee of $5 shall be paid to the Borough for temporary signs, and a permit fee of $25 shall be paid to the Borough for permanent signs. Signs erected or in use for a period of 30 days or longer shall be considered as permanent for fee purposes and subject to a permit fee of $25. (§ 190-15E)
