The purpose of this article is to implement the administrative mechanisms needed for the execution of Oldmans Township's responsibility to assist in the provision of affordable housing pursuant to the Fair Housing Act of 1985.[1]

As used in this article, the following terms shall have the meanings indicated:
MUNICIPAL HOUSING FINANCE OFFICER
The employee charged by the governing body with the responsibility for the administration of the Township's Affordable Housing Trust Fund and submission of all required financial reporting as required by the Council on Affordable Housing, its successor entity, or a court of competent jurisdiction.
A. 
Establishment of position of Municipal Housing Finance Officer. There is hereby established the position of Municipal Housing Finance Officer for Oldmans Township. The establishment of this position shall not affect the position of any person previously appointed by the Township Committee to serve as the Municipal Housing Finance Officer under authority of any prior ordinance.
B. 
The Municipal Housing Finance Officer shall be appointed by the governing body, and may be a full-time or part-time municipal employee.
C. 
The Municipal Housing Finance Officer shall be responsible for the financial administration of the affordable housing program for Oldmans Township, including the following responsibilities, which may not be contracted out:
(1) 
Serving as Oldmans Township's contact for all inquiries from the state, affordable housing providers and administrative agents for those matters related to the Township's Affordable Housing Trust Fund.
(2) 
Compiling, verifying and submitting annual financial reports as required by COAH, its successor entity, or court of competent jurisdiction.
(3) 
Attending continuing education opportunities on affordability financial controls and compliance monitoring as offered or approved by COAH or its successor entity.
D. 
Compensation. Compensation shall be fixed by the governing body at the time of appointment of the Municipal Housing Finance Officer through the Salary Ordinance of Oldmans Township.[1]
