The Board specifically finds that there is a need for an agency
to foster and encourage the economic development of Adams County.
The Agency is hereby created in accordance with § 59.57(2),
Wis. Stats., titled the "Industrial Development Law," expressly adopting
all its powers and limitations.
Articles of incorporation and bylaws shall be drafted, made
available for inspection for at least 30 days and then submitted to
the County Board for approval.
The County Board, upon recommendation of the Administrative
and Finance Committee, shall appropriate the necessary funds for the
operation for the agency.
The articles of incorporation shall provide for the following
members of the Agency who shall serve as the Board of Directors: representatives
from the Adams Columbia Electric Cooperative, the Adams County Board
of Supervisors, Adams County banks, the local business community,
the City of Adams, and the Village of Friendship. The Board of Directors
should reflect the diversity of needs in Adams County. The following
officials shall, by virtue of their positions, be considered ex officio
members of the Board and may attend meetings of the Board of Directors:
President of the Village of Friendship, Mayor of the City of Adams,
and all chairs of all town boards within Adams County. The Board of
Directors may extend ex officio status to school officials, County
Board personnel, or anyone else, should it choose to do so.
The agency shall have all authority granted in accordance with
§ 59.57(2)(f), Wis. Stats., to include (but not limited
to) granting financial aid and loans to foster development, purchase
real property, loan and borrow monies, and to enter into contracts
deemed necessary and helpful which encourage and foster development,
including other agencies and nonprofit organizations.
The Agency shall be audited in accordance with § 59.57(2)(g),
Wis. Stats., by the County Auditor.
