All materials used in the construction of concrete of any kind shall meet the requirements of the specifications governing materials of the State Department of Transportation and be approved by the Borough Engineer.
A. 
The concrete shall be made with a one-to-two-to-three mix that is one part of portland cement; two parts fine aggregate, washed concrete sand; and three parts coarse aggregate, three-fourths-inch traprock or washed gravel. The concrete, when machine mixed, shall be mixed one to 1 1/2 minutes. Only sufficient water shall be used to make a thick pasty mixture after the finish of the mixing, with a slump not less than that required by the state highway specifications for concrete paving. The concrete, when placed, shall be thoroughly spaded and tamped into forms in layers of not more than four or five inches.
B. 
Concrete for curbs, gutters and sidewalks shall have a compressive strength of 3,000 pounds per square inch after a twenty-eight-day curing period.
C. 
Should there be any question as to the concrete mix or strength, the Borough Engineer shall make test cores from the concrete as placed in the forms, and if, after test is made, the concrete fails to meet the strength test, the owner shall have such concrete work removed as hereinafter specified.
The concrete shall be placed in the forms to make a monolithic slab, that is, the same mixture throughout. The forms may be stripped in 24 hours and then the concrete shall be kept moist for at least three days, with five days advised.
The dimensions of combination curb and gutters shall be six inches at the top of the curb with the face of the curb on a 1 1/2 inch batter, six inches deep to the gutter and 14 inches deep in the back. The gutter shall be eight inches thick and extend 24 inches from the back of the curb. Corners at curb intersections are to be rounded with a curve of not less than 12 feet radius for sidewalks which are nine and 10 feet in width, and for sidewalks eight feet in width, a curve of not less than 10 feet radius, and for sidewalks six feet in width, a curve of not less than eight feet radius shall be used.
Should a separate curb be installed, the dimensions for a separate concrete curb shall be six inches wide at the top and 12 inches at the bottom, and the depth of the curb shall be 24 inches.
The forms for the concrete shall be of clean lumber, not less than two inches thick, or standard metal forms, except on curves where flexible strips may be used. They shall be set true to grade and line and oiled on the surface which comes in contact with the concrete.

Expansion joints shall be constructed every 20 feet and placed across the curb and gutter the full width of the concrete. The joint shall be of bituminized felt or sheets of solid bitumen, such as is used in standard pavement expansion joints, and shall meet the requirements of the State Department of Transportation and be approved by the Borough Engineer, and it shall be not less than 1/2 inch in thickness. Where sidewalks abut curbs or copings, they shall be separated by an expansion joint of not less than one-half-inch thickness and of the same depth as the abutting sidewalk of the same specifications as called for above.
All sidewalks shall be at least four inches thick and shall contain the same mix as is required for curb and gutters, except driveways hereinafter provided for. Sidewalks shall be installed not less than six feet in width, where possible, starting from back of the curb.
All driveways shall be at least six inches thick and shall be constructed of the same ingredients and proportions as that required for curbs and gutters and sidewalks. The curb on driveways shall rise two inches above the gutter at the gutter line.
All persons shall make written application to the Borough Clerk of Penns Grove before constructing any concrete work, curb, gutter, sidewalk and/or coping in the streets or roads of the Borough, stating location and approximate length, and the Borough Clerk shall issue a permit therefor, said permit to be kept on the job during construction. No concrete work, curb, gutter, sidewalk and/or coping shall be constructed in the streets or roads of the Borough until lines and grades have been provided by the Borough Engineer, and such work shall not be started until the person or persons installing said concrete work shall be given a certificate from the Borough Engineer showing that said lines and grades have been given him and permit granted by the Borough Clerk. Any person installing said concrete work shall provide a certificate that he has constructed the concrete work in strict conformity with the above specifications and shall follow the lines and grades provided by the Borough Engineer.

Upon the installation of curbs and gutters, in accordance with the specifications and procedures as provided for by ordinance of the Borough, the Borough shall participate in the costs thereof to an amount not to exceed $3 per linear foot for the installation of combination curbs and gutters. Said Borough participation shall be limited to those instances in which a curb and gutter is installed where a curb and gutter did not exist previously or where the Borough directs that a curb and gutter be installed.

Upon the installation of sidewalks, in accordance with the specifications and procedures as provided for by ordinance of the Borough, the Borough shall participate in the costs thereof to an amount not to exceed $1.50 per square foot, limited to a maximum of six feet in width. Said Borough participation shall be limited to those instances in which a sidewalk is installed where a sidewalk did not exist previously or where the Borough directs that a sidewalk be installed.
The participation provided for herein shall be paid to the owner making such installation of combination curbs and gutters and sidewalks or to his contractor, upon proof that said owner has received credit therefor, in an amount not to exceed the amounts above stated.

Any person violating any of the provisions of this article shall be subject to a penalty of not more than 90 days in the county jail or a fine not exceeding $1,000 or both and shall remove any or all of the concrete work installed not in accordance with the above specifications within 10 days as herein set forth, and each day after such 10 days that the owner fails to remove the same shall be considered as a separate offense.
