Article IV of the Pennsylvania Municipalities Planning Code
("MPC") authorizes Borough Council to adopt an official map for the
Borough designating and reserving areas for future streets, traffic
improvements, parks, trails, open spaces, and other municipal facilities.
Council and the Borough Planning Commission have undertaken studies
of the Borough and its assets and have determined that it is in the
best interests of the Borough to reserve land for certain facilities,
such as a linear park, additional park land, street extensions, a
traffic signal, and future Borough properties. Reservation of these
areas will allow more reasonable development and will enable the Borough
to provide needed services and amenities to existing and future residents.
Borough Council of the Borough of Millersville hereby adopts
the map prepared by GHD dated August 27, 2015, entitled "2015 Official
Map Ordinance Items 1 - 5 Millersville Borough," indicating existing
and proposed streets and traffic facilities, existing park land, existing
and proposed linear parks and trails, and existing areas for Borough
facilities, as the Official Map of the Borough of Millersville. A
true and correct copy of the Official Map is attached hereto as Exhibit
A and incorporated herein.
The proper officials of the Borough are authorized to take all steps necessary to record the Official Map identified in §
65-2 in the Office of the Recorder of Deeds in and for Lancaster County, Pennsylvania, as required by Section 402(c) of the MPC. The proper officials of the Borough are further authorized to transmit certified copies of the Official Map and ordinance to those entities required to be provided with copies by the MPC.
The Borough retains the right to amend the Official Map adopted
by this chapter from time to time by appropriate action of Council
taken in accordance with requirements of the MPC.
All persons who own land within areas shown on the Official
Map as reserved for future public use as proposed streets, parks,
trails, or other proposed public areas shall be subject to the duties
and shall have the rights set forth in Article IV of the MPC.
