(a) There is hereby created a Citizen's Finance Advisory Committee which
shall consist of eight members who shall serve a three-year term.
The Committee shall be appointed by the Mayor with approval of the
City Council. The first term of three Committee members shall be for
three years. The first term of three Committee members shall be for
two years. The first term of two Committee members shall be for one
year. Each member shall continue to serve until a successor is duly
appointed and qualified. In the event of death, resignation or removal
of any member, a successor shall be appointed by the Council to serve
for the unexpired term for which such member has been appointed. The
Council may remove any member of the Committee at any time.
(b) The purpose of this Committee shall be:

To serve as an advisory body to the City Council and to provide
suggestions, recommendations, and comments to the City Council concerning
the preparation of the City's annual operating and capital budget
and the three-year capital program. The primary objective of the Committee
is to assure citizen input on both the short-term and long-term financial
condition of the City, the reasonableness and appropriateness of specific
budget requests, and to provide other financial direction as may be
requested by the City Council.
(2)
To work with the Chief Administrative Officer and Director of
Finance in a mutually cooperative fashion, including the interviewing
of department heads annually during the budget process in order to
gain an understanding of the need and cost of specific line item operating
and capital requests.
(3)
To work with the Chief Administrative Officer and the Director
of Finance in a mutually cooperative fashion in reviewing revenue
forecasts and the assumptions upon which they are based.
(4)
To conduct such other reviews as may be deemed necessary or
as requested to adequately formulate recommendations on the City's
financial condition, budgetary actions, and fiscal policies.

(a) The Chief Administrative Officer upon preparing the annual budget
and submission of that budget to the City Council shall, at the same
time, submit a copy to the Citizen's Finance Committee.
(b) At least four weeks prior to the established date for the public
hearing on the budget, the Citizen's Finance Committee shall present
to the City Council a written appraisal or critique of the Chief Administrative
Officer's budget submission, along with specific recommendations for
change, if any.

The Citizens Finance Committee shall annually elect from its
members its own Chair and Vice Chair. The Vice Chair is to act as
Chair in the absence of the Chair. The Chair and Vice Chair may be
elected to two consecutive one-year terms but shall hold office until
a successor has been elected.

The City, by and through the office of the Director of Finance,
shall provide such office space and administrative and staff support
as deemed necessary for the fulfillment of the duties of the Citizens
Finance Committee.
