A. 
There is hereby created a division of the St. Peters Police Department to be known as the "Ranger Division," under the supervision and command of the Chief of Police. The Ranger Division shall be composed of certified commissioned Law Enforcement Officers assigned by the Chief of Police who shall have the powers and duties described in this Article. All such certified commissioned Law Enforcement Officers shall be referred to as "Rangers." All directives affecting the Ranger Division shall be issued through the Chief of Police or his/her designee.
B. 
Rangers shall perform such duties as may be prescribed by the Chief of Police. Policies and procedures for the development and formation of the Ranger Division shall be promulgated by the Chief of Police with review and comment from the City Attorney and approval by the City Administrator or his/her designee.

C. 
The Rangers shall be employees of the City under the direction of the Chief of Police. The Rangers shall be held to the same training standards and qualifications as other Law Enforcement Officers of the City of St. Peters Police Department and shall be subject to the rules and regulations promulgated from time to time by the Chief of Police.
D. 
The principal, but not exclusive, jurisdiction of the Rangers shall be the parks and recreational facilities of the City of St. Peters, as defined in Section 240.040 of the St. Peters City Code, both within and without the corporate limits of the City. The Rangers are authorized to enforce the ordinances of the City and the laws of the State of Missouri anywhere within the City or within any park or recreational facility of the City, and such authority to enforce such ordinances and laws includes the authority to make arrests for violations of those ordinances and laws.
E. 
The Rangers shall have full and equal authority with all other Law Enforcement Officers of the City of St. Peters within the City limits.

A. 
Upon creation of the Ranger Division, the Chief of Police, under direction of the City Administrator, shall accomplish all of the following:
1. 
Secure approval of the Ranger Division as an approved Code and ordinance enforcement agency under the laws of the State of Missouri and the United States as appropriate to permit it to hire and employ certified Law Enforcement Officers as Rangers and to operate as a law enforcement agency;
2. 
Secure an originating agency identifier number, and all permits or approvals from the Federal Bureau of Investigation for access to information; and
3. 
Establish policies and procedures to insure that all Law Enforcement Officers, including the Ranger Division, are coordinated to provide the maximum level of security for the residents of the City of St. Peters.

The City Administrator may assign City employees or reasonably employ the services of the City Attorney as deemed necessary to further and fulfill the goals and dictates of this Article.
