No person shall stand or remain on any sidewalk in such a manner as to obstruct the free passage of persons thereon after a request to move on by a police officer.
Any person who violates § 385-14 of this article may be arrested without a warrant in the place where the offense is committed pursuant to MGL c. 272, § 59.

The penalty for violation of § 385-14 of this article shall be a fine not to exceed $100 for each offense, which may be recovered upon complaint before the District Court and inure to the City, all in accordance with MGL c. 40, § 20.
