A park and recreation board, to be known and the "Upper Makefield
Township Park and Recreation Board" (hereinafter called "Board"),
consisting of seven persons, is hereby established.
The members of the Board shall reside within the Township of
Upper Makefield and shall serve without compensation.

A. The members of the Board shall be appointed by the Board of Supervisors.
The members of the Board shall be appointed for terms of five years
or until their successors are appointed. The first Board shall be
appointed so that the term of not more than two members shall expire
annually thereafter.
B. The composition of the Park and Recreation Board shall consist of
seven members, all of whom shall be Township residents.

C. Resignation. Any member of the Park and Recreation Board may resign
at any time, for any reason. A resignation may not be withdrawn after
its effective date or its acceptance by the Board of Supervisors.
In the event of a resignation, a successor shall be appointed by the
Board of Supervisors to serve the remainder of the term of the resigning
member, and may be reappointed to serve a full term if the Board of
Supervisors so chooses.
D. Removal. Members of the Park and Recreation Board are subject to
removal by the Board of Supervisors for dereliction or neglect of
duty or for misconduct in the performance of their duties. In the
event of a removal, a successor shall be chosen by the Board of Supervisors
to serve the remainder of the removed member's term and then
may be reappointed to serve a full term if the Board of Supervisors
so chooses.

Immediately following the appointment of the members of said
Board, and annually thereafter, the members thereof shall meet and
elect their own Chairman and Secretary and elect all other necessary
officers to serve for a period of one year. The chairmanship shall
be rotated annually among the members of the Board.
The Board shall adopt rules and regulations for the conduct
of all its business and in order to carry out its duties.

The Board shall carry out the following duties and possess the
following powers:
A. The Board shall recommend to the Supervisors of Upper Makefield Township
a budget for the equipping of, the operating of, the supervising of
and the maintaining of parks, recreation areas and facilities, and
for the conducting of recreation programs.
B. The Board shall recommend to the Board of Supervisors of Upper Makefield
Township standards, qualifications and salary schedules for the employment
of play leaders, recreation directors, supervisors, superintendents,
or any other officers or employees. The Board shall supply the Board
of Supervisors with a list of qualified candidates for the aforementioned
positions, and the Board of Supervisors shall make all appointments.
C. Within the scope of the budget and the programs approved by the Board
of Supervisors, the Board shall:
(1) Equip, operate, supervise and maintain parks, recreation areas and
facilities.
(2) Establish and conduct recreation programs.
(3) Supervise play leaders, recreation directors, supervisors, superintendents
or any other officers or employees appointed by the Board of Supervisors.
D. The Board shall submit an annual report to the Township. The report
shall be in a form suitable for distribution to the general public.
The report shall include an analysis of the community recreational
areas and facilities.
E. The Board shall submit a quarterly report to the Board of Supervisors,
in a form suitable for distribution to the general public, which shall
include an analysis of all ongoing activities of the Board. The Board
may also be required to submit additional reports as it deems necessary
or as requested by the Board of Supervisors.
F. All actions of the Board shall be subject to the review and the approval
of the Supervisors of Upper Makefield Township at such times or times
as the Supervisors may deem proper.
