Every owner of land upon whose property a well exists, whether
such well is in use or not, shall provide a cover for such well capable
of sustaining a weight of 300 pounds or shall fill same to the level
of the ground by solid fill.
Whoever violates this bylaw shall be punished by a fine of not
less than $100 and not more than $500.
