No individual, corporation or other entity shall, in any way, dump debris, grass clippings, mud, snow or any materials whatsoever in any drainage ditch, drainage pipe, holding pond or any other similar facility in the Township of Blair, or on any Township road, or on any Township right-of-way.
No individual, entity or corporation shall take any action to change in any way the makeup of the drainage ditches, drainage pipes, holding ponds or other similar facilities of the Township of Blair, nor shall any individual, corporation or entity block any drainage ditch, drainage pipe, holding pond or similar facility in the Township of Blair.
No individual, corporation or entity shall burn grass, leaves or any other material on a Township road or right-of-way, nor take any action which results in damage to the road system of the Township of Blair or drainage system.
Any person who violates or permits a violation of this article shall, upon being found liable therefor in a civil enforcement proceeding commenced by the Township before a Magisterial District Judge, pay a fine of not less than $100 and not more than $600, plus all court costs, including reasonable attorneys’ fees, incurred by the Township in the enforcement of this article. No judgment shall be imposed until the date of the determination of the violation by the Magisterial District Judge. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable Rules of Civil Procedure. Each day a violation exists shall constitute a separate offense. Further, the appropriate officers or agents of the Township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
