The purpose of this Part 1 is to require that each building in Newtown Township be numbered with numbers of sufficient size and clarity to be easily seen by all emergency services available in the Township of Newtown.

The word "building" as used in this Part 1 shall mean any structure used or intended to be used as a dwelling or place of business or industry, but shall not include an accessory building located upon a lot where there is also a main building.

The Township Engineer is directed to draw up a numbering plan for the Township of Newtown and to assign numbers to all lots and buildings located in the Township.

The Township shall give notice to the owners and occupants of every lot upon which a building is located, either by written notice directed to him at his last-known address or by publication in a newspaper of general circulation in the Township of Newtown. Such notice shall state the number assigned to such building and shall direct that such number shall be affixed to such building or elsewhere upon the property in the manner prescribed by this Part 1 within 30 days of such notice. Every property owner who shall disregard or fail to comply with such notice within the time limit stated shall be guilty of a violation of this Part 1.

Numbers, as assigned to each building in the Township according to the provisions of this Part 1, shall be affixed to, painted upon, or carved upon the side of the building facing the street or upon a permanent standard base or support between such building and the street to that they will be clearly visible from the street. The numbers shall be placed at a conspicuous place and, if affixed to a building, shall be of a different color than the building. On residential properties, each number shall be at least four inches high. On non-residential properties, each number shall be at least six inches high. Each number shall be of such color and material as to be visible from the street, and shall be consistently maintained in complete and legible form. Within 30 days of the notice required in § 104 hereof, property owners shall affix or renew all numbers that do not conform to the requirements of this § 104.

Whenever a building shall hereafter be erected in the Township, the owner shall forthwith apply to the Township for the official number of such building. The numbers shall be assigned by the Township in conformity with the Township's numbering plan and shall, within 30 days after being assigned to such building, be affixed and maintained by the owner in the manner required by this Part 1 in the case of existing buildings.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a district justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each Section of this Part which shall be found to have been violated shall constitute a separate offense.
